Role overview

VSO is seeking a consultant or consultants with specific expertise in the areas of i) developing Social Exclusion and Gender Analysis Toolkit, and ii) Developing technical Briefs on “how undertake various social inclusion and gender initiatives and activities, to conducti SIG trainings and embed/ integrate Social Inclusion and Gender for quality programming.
The scope of this assignment therefore is to review existing tools and develop a Toolkit that can support programme managers and programme teams to carry out SEGA. This will specifically involve
• Review of all existing tools and methodologies of SEGA (review not limited to current tools in use at VSO)
• Provide a simple and detailed step by step guide on how to apply the various SEGA tools to VSO-s thematic programme Areas of Health, Education and Livelihood and the 3 core approaches
• Ensure emerging development issues that relate to safeguarding of primary actors are adequately reflected in the tools
• Suggest possible entry points for where different types of volunteers (including community volunteers) can meaningfully engaged in the SEGA processes (including use/application of tools)
• Develop standard ethical guidelines and protocols for sensitive areas of work to ensure compliance with “do no harm”, “leave no one behind” ”safeguarding” and “child protection” consideration
• Identify intersections and opportunities for using the SEGA cycle to be integrated into the programme development cycle and Signature programme development process
• Develop various technical briefs that could be conclusively agreed upon during the inception meeting. But the briefs should include:
• a guide how to undertake a social exclusion and gender analysis
• Undertake Social Inclusion and Gender training
• Undertake a training of facilitators
• To provide accompaniment to a facilitator who has been trained
• Update the Global Gender Advisor and Global Lead Advisor -Social Inclusion on a regular basis, and wider internal group as and when required.
• The consultant will work under the direct supervision of the Global Gender Advisor.

Skills, qualifications and experience

• Proven experience and expertise to develop Social Exclusion and Gender Analysis Toolkit, and developing technical briefs on Gender and Social Inclusion.
• Extensive experience in research and analytical work in gender equality and social Inclusion.
• Degree in relevant field such as gender studies, project management, social studies or social policy.
• Extensive experience and deep understanding of what Gender analysis brings to enhance policy and program development and delivery, across different themes like Health, Livelihood, Education, Resilience and Social Accountability:
