Background

UN Capital Development Fund (UNCDF) and Inclusive Finance

UNCDF provides investment capital and technical support to both the public and the private sector. It provides capital financing -- in the forms of grants, soft loans and credit enhancement - and the technical expertise to unleash sustainable financing at the local level.

UNCDF-s work on inclusive finance seeks to develop inclusive financial systems and ensure that a range of financial products is available to all segments of society, at a reasonable cost, and on a sustainable basis. UNCDF supports a wide range of providers (e.g. microfinance institutions, banks, cooperatives, money transfer companies) and a variety of financial products and services (e.g. savings, credit, insurance, payments, and remittances). UNCDF also supports newer delivery channels (e.g. mobile phone networks) that offer tremendous potential for scale.

Shaping Inclusive Finance Transformations (SHIFT) Programme

The ASEAN region is home to more than 600 million people spread across 10 countries. Despite the dynamism of the region, there are significant contrasts between and within the countries, with three LDCs coexisting with some of the world-s largest and most vibrant economies, resulting in 20 per cent of the world-s poorest people living alongside some of the world-s richest

UNCDF has developed a regional programme called SHIFT (Shaping Inclusive Finance Transformations), with initial funding from the Australian Government, FMO and UNCDF-s own resources.

Programme Outcome: At least 6 million low-income individuals, micro-entrepreneurs, and small and medium businesses, including women and young people transition from using informal financial mechanisms to more formalized financial services by the year 2020.

Programme Outputs

1. Fund Facility: Support financial service providers to develop new prototypes and bring to scale viable business models that serve low-income individuals, micro-entrepreneurs, and small and medium businesses, especially women within these markets, in the ASEAN frontier economies;
2. Learning and Skills Development Portal: Support business development service providers by leveraging ICT solutions to develop and bring to scale viable e-learning models for professionals in financial institutions to improve productivity and professionalism;
3. Data and Analysis Hub: Produce, consolidate and communicate data and information on supply, demand and regulation in financial markets to strengthen the evidence base and investment decisions of providers, regulators and policy makers, specifically targeted towards low-income individuals, micro-entrepreneurs, and small and medium business, especially women within these markets;
4. Policy and Advocacy: Influence policy makers, financial service providers and governments to enable financial markets to be more responsive to the wider development priorities of governments and its people.

The SHIFT Challenge Fund has been in implementation for several years and will soon be launching the 4th Window on MSME Financing. The 4th Window will incorporate lessons from previous windows to ensure that the selected projects have the best chance for success.




Duties and Responsibilities

Objectives

The objectives of this consultancy are to:
1) support the implementation of the Challenge Fund Fourth Window;
2) support the implementation of all existing Challenge Fund projects;
3) manage the collection of quarterly, annual and milestone reports from all Challenge Fund grantees; and
4) support Challenge Fund communication and knowledge management.

Scope fo work

Fund Implementation Support

· Support on reporting and tracking of Challenge Fund applications directly submitted to UNCDF;

· Screening queries from existing and future stakeholders related to the application process, and report to the External Fund Manager for responding;

· Assist the Fund Facility Coordinator in maintaining the gender equitability of Fund activities and products and where appropriate, highlight strategies to enhance this gender component of the SHIFT project portfolio;

· Support the Fund Facility Coordinator in the development of collaborations and partnerships between potential grantees to meet the objectives of the fund facility;

· Keep abreast of emerging market trends, innovations and market risks.

Fund Management and Knowledge Management

· Support the Fund Facility Coordinator with assessing grantees- ability to scale and analysis of trends;

· Ensure that all grantees deliver detailed quarterly, annual and milestone reports on time with all required documentation;

· Conduct site visits to verify milestone achievements;

· Maintain regular communication with grantees to ensure than SHIFT is aware of achievements and challenges in the project implementation;

· Assist the Fund Facility Coordinator with communicating with grantees on an as needed basis to document lessons learned and business case studies;

· Develop presentations and prepare information for external communications and dissemination;

· Prepare business analysis case studies based on based on project implementation and enabling or challenging market factors.

Expected outputs

· Launching of Window 4 and Information Workshops;

· Finalize invitees list, prepare communications to be released to local and regional press, and design informational material for attendees;

· Prepare presentations and answer queries for information workshops in Cambodia, Lao PDR, Myanmar, Vietnam, Singapore, Malaysia and Indonesia;

· Document attendees, common questions and suggestions from participants.

Grantee Monitoring

· Request Q2 2018 reports from grantees, ensure reports are delivered on time and follow up on any missing information;

· Provide raw reports and a consolidated report to SHIFT including assessment, lessons learned and recommendations;

· Update individual investment progress trackers. Undertake follow-up meetings and document findings, determine course of action if targets are not on track and prepare recommendations for Fund Facility Coordinator.

Window 4 Proposal Phase

· Respond to email queries on eligibility and the application process;

· Document common questions asked for future learning and identify improvements for future application processes;

· Collect proposals and conduct eligibility screening according to set criteria;

· Prepare summary documents on eligibility;

· Collate proposal data in a spreadsheet.

Window 4 Proposal Phase

· Prepare overview presentation for IC and an executive summary of all proposals received;

· Prepare informational material for IC meeting, draft IC meeting minutes, document recommendations and prepare responses to any specific queries from the IC.

Grantee Monitoring

· Request Q3 2018 reports from grantees, ensure reports are delivered on time and follow up on any missing information;

· Provide raw reports and a consolidated report to SHIFT including assessment, lessons learned and recommendations. Update individual investment progress trackers;

· Undertake follow-up meetings and document findings, determine course of action if targets are not on track and prepare recommendations for Fund Facility Coordinator.

Milestone Verification

· Verify the documentation submitted for milestone reports and conduct site visits to check additional documentation;

· Prepare milestone reports assessing whether grant disbursements should be made;

· Collate all required documentation and reports, and submit to Fund Facility Coordinator for disbursal of milestone.

The consultant will work under the direct supervision of the Fund Facility Coordinator in Bangkok and his delegated nominee.

Payment will be made upon submission of final deliverable(s) to the satisfaction of UNCDF staff supporting by the Certificate of Payment form.
