TERMS OF REFERENCE



1. Semen source

a. Sourced from country free from Foot and Mouth Disease (FMD) without vaccination

2. Breeds and numbers:

a. Three thousand (3, 000) doses of Angus semen

b. One thousand five hundred (1, 500) doses of Milking Gyr semen

c. One thousand (1, 000) doses of Holstein-Gyr semen

3. Selection Pool

a. Angus - supplier should provide at least twenty-five (25) unrelated bulls for selection. Candidate bulls should have a birthweight (BW) expected progeny difference (EPD) of not more than three (3.0) pounds. Only ten (10) bulls will be selected

b. Gyr - supplier should provide at least five (5) bulls. Bulls should be one hundred (100%) percent purebred.

c. Holstein-Gyr - supplier should provide at least two to three (2-3) bulls with a blood composition of fifty-fifty (50:50) Holstein-Gyr.

4. Shipping container

a. Semen must be shipped inside a liquid nitrogen dewar whose capacity is commensurate with the number of doses to be supplied.

5. All bulls must conform to the following import terms and conditions:

a. The semen must be accompanied by a Health Certificate issued by a veterinarian authorized by the exporting country-s Department of Agriculture (DA) and endorsed by a Veterinary Service (VS) veterinarian. Information should contain the following certification statements:

i. The exporting country is free from Foot and Mouth Disease (FMD), Rinderpest and Contagious Bovine Pleuropneumonia;

ii. The semen is derived from animals kept in an Artificial Insemination (AI) Center supervised by the exporting country-s DA accredited veterinarian;

iii. The semen is derived from animals kept in an AI Center for at least 60 days prior to collection and that the donor bulls were not corralled, pastured, or held with other animals that were under quarantine for a contagious disease during the six (6) months prior to collection;

iv. During the six (6) months prior to semen collection, the AI Center has been free of clinical signs of :



Anthrax, Bovine Malignant Catarrh, Mucosal Disease/Bovine Viral Diarrhea (BVD) Complex, Bluetongue, Vibriosis, Vesicular Stomatitis, Infectious Bovine Rhinotracheitis (IBR)/Infectious Pustular Vulvovaginitis (IPV), Enzootic Bovine Leucosis, Johne's Disease, Sporadic Bovine Encephalomyelitis, Epidemic Bovine Abortion and Trichomoniasis;



v. The AI Center has been free of Brucellosis and Tuberculosis for the last twelve (12) months;

b. It should be further certified that the bulls at the AI Center must be negative for the following tests within six (6) months prior to collection except the test for Enzootic Bovine Leukosis (EBL) and Bluetongue (BT) which are only required for the donor animal:

i. Brucellosis: Complement Fixation (CF) Test at 1:10 dilution

ii. Tuberculosis: Intradermal Caudal Fold Test using Bovine PPD Tuberculosis

iii. Trichomoniasis: Culture of Preputial samples

iv. Campylobacteriosis: Culture of Preputial samples

v. Leptospirosis: Microtiter Agglutination Test at the 1:400 dilution for serotypes L. grippotyphosa, L. hardjo, L. pomona, L. canicola and icterohaemorrhagiae

vi. EBL - The donor bulls must be tested within six (6) months prior to collection with Agar Gel Immunodiffusion Test (AGID)

vii. Bluetongue: CFT at 1:5 or AGID or ELISA or C-ELISA (Competitive) or viral isolation

c. It should also be further certified that:

i. Semen collected from bulls in AI Centers located within those states considered by the exporting country-s DA to be free of endemic Bluetongue, as determined by periodic sero surveys, may enter if the donor bull has undergone a negative test within six (6) months before the date of collection of the exported semen;

ii. Semen collected from bulls in AI Centers located in the exporting country-s all other States (except those referred in (a) above, may enter if the donor bull has been tested negative twice. The first test being performed within six (6) months, but not sooner than 30 days, after completion of collection of the semen exported to the Philippines;

iii. Semen collected from bulls which are deceased may enter the Philippines provided there is at least one negative test for Bluetongue recorded within six (6) months after the semen was collected.

d. The consignee/importer must report to the Director of Animal Industry thru the concerned Department of Agriculture Regional Director the list of particulars of every female animal inseminated with the said imported semen at the end of each month indicating the date of insemination, the conception rate and thereafter, the movement of each inseminated animals.

e. That should an outbreak of Foot and Mouth Disease, Rinderpest or any exotic animal disease occur at the source within one month before and after the date of dispatch of the semen to the Philippines, shall be confiscated and disposed of by the Director of Animal Industry or his authorized representative, in any manner deemed necessary to prevent the possible introduction of the said diseases. The importer/consignee thereof shall not claim for any compensation for said condemned semen.

f. In the event that exotic communicable disease break out among the inseminated animals or within the ranch or project, all exposed and in-contact animals shall be quarantined and those showing signs of the disease shall be destroyed without the government paying damage to the owner of the said animal.

g. The permittee shall pay to the Bureau of Animal Industry the amount of P100.00 for the issuance of this permit and an inspection fee of P 5.00 /vial/ampoule of semen to the Bureau of Animal Industry Collecting Officer at the port of entry.

h. The permit is subject to cancellation should the interest of the government so requires.

6. Supplier must have a track record for successfully supplying imported frozen semen for a period of two (2) years accompanied by an acceptance certificate from the agency.

7. All bulls provided must be tested free from known genetic defects affecting the particular breed.
