Introduction:

The African Development Bank (AfDB) is the leading development finance institution in Africa and the continent’s voice on global economic, financial, and development issues. It is established in 1963, with a mandate to further the economic development and social progress of African countries, individually and collectively

The Bank is accelerating the implementation of the Bank’s Ten Year Strategy (TYS) with a focus on main five priorities called the High 5s (Light up and power Africa - Feed Africa – Industrialize Africa - Integrate Africa - Improve the quality of life for the people of Africa).

The Bank has increasingly decentralized its operations to Regional Resource Centers and country offices and is fully committed and strongly determined to cut back on layers of the Bank processes, streamline and re-design related business processes, procedures and systems to drive efficiency, improve service delivery, and increase responsiveness and client orientation.

The Administrative Expense Division which is within the Financial Control Department of the Bank is in charge of processing payment of all Administrative Expenses and Capital expenditure of the bank and trust Funds managed by the bank. It is also charged with implementing and monitoring policies and procedures relating to the payment and accounting treatment of administrative expenses and Capital expenditure of the bank and all trust funds comprising of goods, works and various services rendered by external vendors as well as for travel expenses for both staff and non-staff.

With the objectives of improving efficiency, driving institutional performance and supporting the transformation agenda of the Bank, the Financial Control – Accounts Payable division has been continuously adapting to the current operational changes and improving its operations through providing efficient transaction processing services with respect to the administrative and capital expenses of the Bank and of all multilateral and bilateral funds.

Rationale and Objective:

The specific activities of the Division are:

? prompt processing of requests for payments to consultants, suppliers and vendors for the Bank’s expenses under the capital and administrative budget of the Bank and also from multilateral and bilateral sources;

? timely processing of travel/mission per diem and advances for payment and processing of related claims;

? establish accounting systems for financial transactions of the country offices, promptly process requests for transfer of funds to the field offices and monitor their monthly expense financial reports;

? provide guidance on accounting treatment and classification of financial transactions;

? establish procedures to identify cost savings and promote efficient use of Bank and multilateral and bilateral funds resources.

In order to discharge its responsibilities efficiently, and ensure that the overall accounts payable system of the Division is strengthened and remain robust, the Division should continuously review and updated its accounts payable policy and procedure manual including its existing internal control system and develop an improved processes at HQ and Country Office level.

To achieve this overarching objective, a highly qualified financial control expert is required in order to help build capacity, and analyze existing operational SAP/ERP modules used by FIFC2, in particular in account payable

Tasks and Deliverables:

The core responsibilities for the consultant include, but are not limited to preparation of comprehensive accounts payable procedure manual, and analysis of existing IT system in place:

More specifically, the consultancy shall consist of providing support to the FIFC2 to:

1. Analyze the existing payment processing and internal control activities of the division on the basis of its responsibilities and Bank’s strategic context and determine gaps in terms of suitability, best practice, efficiency and effectiveness, and other relevant factors;

2. Carry out a system audit of the existing standard and customized SAP/ERP Financial modules, accounts payable policy and procedure manual, and the current practices and identify capacity gaps and areas which may require improvements;

3. In consultation with the division’s manager and section heads, relevant stakeholders in the Bank, and based on appropriate benchmarking, efficiency considerations, and other acceptable basis, prepare a report on how the existing processes of payable activities of the Division aligned with operating control frameworks of the Bank’s overall risk and control framework under the modified COSO framework and provide cost effective implementation of proposed specific actions which would work in practice

4. Review existing Bank’s document Prepare standard accounting document review procedures and manuals to support new/improved document tracking business processes

5. Develop a comprehensive internal control framework for disbursements using the
current COSO internal control framework for advances and direct transfers using
multilateral and bilateral funds
6. The Financial Control Expert will be expected to produce the following outputs during
the period of the consultancy:
a. An Inception Report provided one month after commencement of project;
b. A Monthly Progress Report submitted to FIFC2 by the 15th day of the next
month throughout the assignment;
c. The development of updated accounts payable policy and procedure manual, and
internal control framework for disbursements using administrative budget,
multilateral and bilateral funds
d. The development of accounts payable performance monitoring reports
e. The Project Completion Report summarizing results of the assignment in direct
relation to the original terms of reference.
f. Execution plan including dissemination plan, training program, piloting and rollout
plan.
7. Identify opportunities for process improvements to deliver increasing efficiencies
Qualifications and experience required:
• The consultant should hold an advanced Degree in Finance, Business, Management
Information Systems, or related fields with 10 years of demonstrable experience in
undertaking Financial Control and accounting, Risk management and Internal control
tasks and proven work experience as SAP/ECC6 consultant and technical advisor in FI
and MM modules;
• Must have good knowledge of financial management policies and procedures of the
Bank, and or other multilateral financial institutions and development cooperation
agencies; as well as good knowledge of the institutional, technical, and commercial
aspects of Account Payable;
• Strong IT skills and knowledge on SAP/ECC6 ERP system in particular FI and MM
modules. Knowledge of Microsoft office Software with proven ability to train others in
utilization of same.
• Strong technical, analytical and conceptual abilities and capacity to produce high-quality
analytical work. Good judgment in dealing with complex and sensitive accounting data
and Bank’s policy issues;
• Good interpersonal skills, with a proven ability to work well with teams in a
multicultural and multidisciplinary teams;
• Skills and experience in areas such as: enterprise/workflow architecture, process
improvement, model-based requirements analysis, project management, simulation and
modeling• Sound analytical skills and knowledge of standard project management tools and
techniques to schedule, plan and correct project performance
• Strong writing and verbal communication skills in English. Knowledge of French would
be an added advantage
• Experience in training and workshop facilitation is an advantage
The Administrative Expense Division invites Individual Consultants to indicate their interest in
providing the above-described services. Interested Consultants shall provide information on their
qualifications and experience demonstrating their ability to undertake this Assignment (documents,
reference to similar services, experience in similar assignments, etc.). The eligibility criteria, the
establishment of a short list and the selection procedures shall be in conformity with the AfDB’s
procedures for the acquisition of consulting services funded by the administrative or capital
expenditure budget.

The duration of the consultant’s assignment is 6 months. The assignment will be carried out in Abidjan,
