TERMS OF REFERENCE for: Final Evaluation of the Project “SocialServices4Inclusion”

Consultancy Purpose: To conduct a final evaluation of the project “SocialServices4Inclusion”.

Consultancy Objective(s):

Provide a qualitative evaluation of Mission East-s current project in Tajikistan, ”SocialServices4Inclusion”, which includes:

a) independent assessment of the project against DAC evaluation criteria i) relevance ii) Effectiveness iii) Efficiency iv) Impact v) Sustainability

b) evaluation of Mission East / partner implementation relationship and coordination

c) specific recommendations for improvements relevant to ongoing & future projects, approach and strategy

Consultancy Output(s)

1. Action plan for the evaluation.

2. Start-up meeting and debrief presentation in the field.

3. Analytical evaluation report presenting overall findings regarding the quality of intervention of Mission East-s Tajik project, conclusions, and Specific recommendations for future programming.

Consultancy Scope of Work

The consultancy has been scoped as approximately 14 days, including 9 days in-country in May 2019.

Project Title

SocialServices4Inclusion: Improved social services and coordinated action for community-based rehabilitation of children with disability through centres, parent support groups, Social Assistance at Home Units and Primary Health care Workers

Project Location: Khatlon, Sughd, and GBAO Regions in Tajikistan

Project Duration: 2.5 Years (30 months)

Project Objective: Overall Objective: To contribute to reducing social exclusion by supporting the rights of people with disabilities.

Specific Objective: To support development of the social services system for children with disabilities and their families in the Republic of Tajikistan.

Background

Mission East is international relief and development organization working in crisis-affected countries in the former Soviet Union, the Middle East and Asia.

Mission East deliver emergency relief during disasters as well as long-term development assistance. Mission East has been engaged in relief and development activities in Tajikistan since 1998, focusing on disability, gender rights, inclusion, WASH, and DRR.

Social exclusion on the basis of disability is still prevalent in Tajikistan. Many children with disabilities are marginalized, neglected and have their basic human rights violated.

This marginalization goes beyond the individual with a disability, with families also marginalized, stigmatized and discriminated against because one of their members has a disability.

Mission East has been implementing the project ‘Social Services 4 Inclusion- since December 2016, funded by the European Commission (EuropeAid), CISU (Denmark) and other contributors. The overall objective of this project is to contribute to reducing social exclusion, by supporting the rights of people with disability. In order to achieve this, the project-s specific objective is to support development of a social services system which both makes sufficient provision for the needs of children with disabilities, and contributes to wider realisation of rights and empowerment for children with disabilities and their families.

The project works in 3 geographical areas of Tajikistan (Gorno-Badakshan, Khatlon and Sughd) in partnership with local NGOs. In addition, technical aspects of the project are supported through a cooperation between Mission East and Humanity & Inclusion. The main outputs and activities of the project include:

Outputs

In order to assist Mission East to meet the above objectives, the following outputs/deliverables are specifically required from the consultant:

A. Following contracting and initial document review, the consultant will share a detailed proposed action plan for the evaluation. This will elaborate on methodology to be used and the logistical implications (planning of field trips, meetings etc).

B. Upon arrival the consultant will hold a start-up meeting with the Country Director and other relevant staff / partner representatives as required and stakeholders, to introduce the evaluation and ensure common understanding.

C. Before departure from the field the consultant will hold a debriefing meeting with the Country Director and relevant other staff and stakeholders, and share his/ her initial findings and conclusions, and receive initial validation / reaction to these.

D. At an agreed date following the field visit, the consultant will send his / her evaluation report. The report, of approx. 30 pages, will present findings, conclusions, and specific recommendations for future programming.

Methodology

The consultant is envisaged to work via:

• Desk study and review of all relevant project documentation including project documents, annual work-plans, project intermediate reports, annual project report in advance of in-country visit, and data analysis of relevant data provided by Mission East.

• In depth interviews to gather primary data from key stakeholders

• Focus Group discussion with project beneficiaries and other stakeholders. Key informants may include affected community members, project staff (Mission East and partner), volunteers, local authorities etc.

• Field observation and collection of case studies and/or other methodologies to be proposed by consultant

• Observations (field visits using checklist)

• Review/ analysis of other additional field-related documentation identified during field visit

Logistical arrangements

The consultant should be willing to travel to the project locations and Mission East will provide international flight, as well as transport and lodging during the field visit, and will provide translation services as needed.

Person Specification & Decision

• At minimum a Master-s degree in a relevant field of study

• Experience in development work, particularly in the disability sector

• Familiarity with disability and inclusion programming; specific experience relating to rehabilitation, and inclusion advocacy, in the context of Central Asia is desired

• Technical knowledge and/or understanding of social services development, community-based rehabilitation, family support, disability advocacy, training requirement for service providers, data collection and referrals systems, and social inclusion approaches in contexts similar to Tajikistan

• Proven experience in successful completion of a similar project and/or program evaluation

• Proven experience in participatory evaluation methods

• Excellent English language ability (written and oral)

• General computer skills, including understanding of the basic MS Office suite

• Sympathy with Mission East-s organizational values

• Knowledge of the Central Asia, and particularly Tajikistan and of Tajik or Russian languages is an advantage.

The final decision for this consultancy will be based on:

i. fit with selection criteria (as evidenced by resume, examples of previous work and interview)

ii. value for money

iii. assessment of feedback from references to be provided by the applicant upon request

Clauses relating to operations financed by the European Commission

a. The European Commission reserves the right to exercise its powers of control, on documents and on the spot, over all contractors and sub-contractors who have received Community funds, in order to verify the conformity of Mission East-s rules and procedures on procurement and its implementation.

b. Successful bidders therefore must agree to allow access to the European Commission to their premises and to documents relating to this tender and a possible resulting contract.

c. Mission East has received a grant from the European Commission for the implementation of the humanitarian aid operation entitled ‘SocialServices4Inclusion- and intends to apply a portion of that grant to payments under this contract. The European Commission will establish the final amount of the grant and will liquidate it to Mission East on completion of the operation on the basis of the expenses presented and declared eligible. No party other than Mission East shall derive any rights from the grant or have any claim to its proceeds. Under no circumstances or for no reason whatsoever will the Commission entertain any request for indemnity or payment directly submitted by the humanitarian organization-s contractors.

Clause relating to Danish-funded projects (Danida, CISU, DMCDD):

”No offer, payment, consideration or benefit of any kind, which could be regarded as an illegal or corrupt practice, shall be made, promised, sought or accepted - neither directly nor indirectly - as an inducement or reward in relation to activities funded under this agreement, incl. tendering, award or execution of contracts.

Any such practice will be grounds for the immediate cancellation of this agreement/contract and for such additional action, civil and/or criminal, as may be appropriate. At the discretion of the Royal Danish Ministry of Foreign Affairs, a further consequence of any such practice can be the definite exclusion from any tendering for projects funded by the Danish Ministry of Foreign Affairs”.

Ineligibility criteria

Tenderers falling into any of the following cases are excluded from participation in the procurement procedure:

a. They are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
