BACKGROUND

UNICEF is the leading United Nations agency on child rights (www.unicef.org) and works in 190 countries around the world. UNICEF's Global Strategy focuses on supporting child survival and development, basic education, child protection and policy advocacy, and WASH (Water, Sanitation and Hygiene). In countries affected by crises, UNICEF leads the humanitarian effort to help children and women living in challenging circumstances and provides support to help them to survive and to maximise their development potential.

According to the UNHCR, there are over 650, 000 Syrian refugees registered in Jordan, 52% of whom are children. Around 20% of all registered Syrian refugees live in 4 refugee camps located close to the Syrian border: Zaatari, Azraq, King Abdullah and Emirati Jordanian Camps. UNICEF has been on the ground since the camps were established, leading the provision of WASH and Education services as well as being an active member of the protection and health and nutrition sectors.

While discussions on return to Syria have intensified within the refugee community, only 10, 000 refugees have made the decision to go back to Syria since the border officially reopened in October 2018, and these numbers are likely to remain low for the near foreseeable future. Thus, UNICEF's most likely planning scenario for the next 3 years involves Syrian refugee camps in Jordan continuing to host approximately 120, 000 refugees. Under this scenario, UNICEF will retain the accountability to ensure that children living in these camps more than half of the population are able to realize their rights to survival, protection and development.

With the crisis in its 8th year, there is a need to provide a strong framework to ensure the continued realization of these rights through the drawdown in international attention and funding. In the immediate term, there is a need to ensure that all programmes integrate elements of sustainability and innovation; and that sufficient knowledge and evidence is generated to inform effective advocacy and resource mobilization.

The UNICEF Jordan Country Office seeks a dedicated, highly motivated and proactive Field Coordination Consultant to support the camp operations.

PURPOSE OF THIS CONSULTANCY

Under the overall supervision of the Field Support Specialist, the Field Coordination Consultant will provide knowledge generation and management support to the field coordination unit.

SPECIFIC OBJECTIVES and TASKS

The specific objectives of this consultancy are

1. Support evidence base generation on UNICEF's operations in camps for effective advocacy and resource mobilization;

2. Compile, document and contribute to the dissemination of lessons learnt pertaining to UNICEF's operations in the camps;

3. Conduct programme reviews and provide recommendations on innovation, cost efficiency and sustainability in line with the CPD and the camp strategy;

4. Assist in the development and roll-out of needed operational and programmatic guidance documents or standard operating procedures, including relating to accountability to beneficiaries;

5. Support in organizing and documenting meetings and workshops pertaining to UNICEF's operations in camps;

6. Contribute in producing high quality information briefs, concept notes and internal and external reports based on needs.

DESCRIPTION OF ASSIGNMENT

This consultancy is office based in Amman with frequent travels to the refugee camps. During the assignment, the consultant will report to the Field Support Specialist.

KEY DELIERABLES:

The following are the key deliverables expected during this consultancy:

Outline of the deliverable:

1. Evidence-based advocacy and resource mobilization

Deliverables:

§ Advocacy bring notes developed on key humanitarian issues relevant to the situation of children in camps.

§ Review and update of the camp fact sheets and dashboards and other camp communication products.

2. Knowledge Management

Deliverable:

§ One compendium of lessons learnt developed on key areas of innovation in camps (private sector engagement, community ownership, etc.)

3. Programme review and guidance

Deliverables:

§ At least 2 programme guidance documents developed in key areas of work; e.g. home-based business and entrepreneurship, youth and child participation and engagement, etc.

§ Regular programme review exercises held and documented in priority areas of work, e.g. Makani redesign, violence in schools, etc.

4. Coordination support

§ Format review of the ROCKS@Camps and camp intersection meetings and provision of recommendations and updates

5. Reporting support

§ Ad hoc Makani in camps report

QUALIFICATION REQUIREMENTS:

1. Education:

Master's Degree in Social Sciences, International Relations, Political Sciences or related field.

2. Work experience:

At least 2 years of relevant experience at international level in programme coordination, programme design, monitoring and production of knowledge management products in a humanitarian setting.

3. Technical knowledge:

§ Demonstrated analytical, coordination, communication and reporting skills

§ High ethical and professional standards and team work

§ Advanced knowledge of databases and spreadsheets

§ Previous experience in the humanitarian sector (UN/UNICEF, government or NGO entity) dealing with large scale emergencies or displaced/refugee camp situations

4. Language:

§ Fluency in English is a strict requirement. Fluency in Arabic is an asset.
