Tender Details

Request for proposals are invited for Fiduciary Agent Services for Angola.

The Global Fund invites all potential bidders to submit proposals for the RFP, which aims to allow the Global
Fund to recruit a Fiduciary Agent (FiA) to assist implementers of Global Fund grants such as Principal Recipients
(PRs) and Sub Recipients (SRs) (ach an Implementer) to set-up and operate their finance function with robust
internal control mechanisms and sound financial management principles in compliance with the Global Fund
grant agreement, and the applicable regulations, policies, guidelines and procedures of the Global Fund
(including, the “Global Fund Guidelines on Financial Risk Management” and the Global Fund Guidelines for
Grant Budgeting (available on the Global Fund website). The FiA provides support to the financial team of the
relevant Implementer and performs the day-to-day financial controls for the Global Fund grant.
The Ministry of Health of the Republic of Angola has signed Global Fund programs to support the
implementation of the national strategic plans against malaria and tuberculosis and help strengthening national
health systems, grants AGO-M-MOH and AGO-T-MOH, respectively. The Ministry of Health as Principal
Recipient (PR) has recently established a Technical Support Unit (TSU) to implement the portfolio of Global
Fund grants, provide technical assistance, and build project management capacity within the Ministry of Health.
The TSU is administratively located within the Department of Statistics and Planning of the Ministry of Health
(GEPE its acronym in Portuguese) and under oversight of the Director of GEPE and Director of Public Health.
This RFP will result in a 3 year framework contract to perform the financial and administrative management
services in Angola with specific costs and instructions detailed in one or more Request for Proposals issued until
the expiry of the framework contract, or earlier.
