Tender Details

Expression of Interest are invited for Feasibility Study on Single Digital Identity System (SDID) Implementation in Rwanda.

1. The African Development Bank hereby invites Consulting Firms to indicate their interest in the following Assignment: Feasibility Study on Single Digital Identity System (SDID) implementation in Rwanda.

2. The services to be provided under the Assignment include:

(i) an evaluation of the existing national population identification system already in place, identifying its strength and weakness vis-à-vis global best practices; and

(ii) a technical, economic, financial, legal and regulatory analysis for the purpose of a successful SDID implementation. A financial model for the implementation will also be derived.

3. The Industrial and Trade Development Department (PITD) invites Consulting Firms to indicate their interest in providing the above-described services. Interested eligible Consulting Firms or associations of Consulting Firms shall provide information on their qualifications and experience demonstrating their ability to provide the services (documentation, references for similar services, experience in comparable Assignments, availability of qualified staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Directives concerning the Procedures for Acquisition of Consulting Services funded by the Administrative or Capital Budget of the Bank, February 2012 Edition. Please, note that interest expressed by a Consulting Firm does not imply any obligation on the part of the Bank to include it in the shortlist.

5. The estimated duration of services is ninety (90) calendar days and the estimated starting date is 19th August 2019.

6. Interested Consulting Firms may obtain further information at the address below during the Bank’s working hours: 08:00 - 17:00 hours (Abidjan local time).

7. Expressions of interest must be received by email at the address below no later than 21st June 2019 at 17:00 hours (Abidjan local time) and specifically mentioning “Expression of Interest for the Consultancy Services for the provision of Feasibility Study on Single Digital Identity System (SDID) implementation in Rwanda”.
