Expression of Interest are invited for Feasibility Study on Educational Information Technology Implementation Plan in North Eastern Nigeria.

In line with the Nigerian ICT and Innovation Entrepreneurship Vision (NIIEV), the National Enterprise Development Scheme (NEDS) promoted by the Nigerian government and the French Government’s desire of bridging the digital skills gap and building the digital capacity to boost employment of youths in the North East, Kad ICT Hub and the French Development Agency (AFD) are exploring a collaboration to develop an ICT training programme towards young residents of 3 States in the North-East region (Adamawa, Borno, Yobe).

Kad ICT Hub was created in 2016 by Kaduna State Government in partnership with Telemax Engineering Services Limited to reduce the digital education gap in the state. As such, the structure currently has 3 main activities around Information and Communication Technology (ICT): training centre, research centre/consulting firm and incubator. The Hub has the capacity to train around 10, 000 persons per year through its various activities. In 2018, it became one of the 7 Hubs chosen by the Federal Government to digitalize the country.

Kad ICT Hub and AFD jointly identified a programme aiming at developing ICT skills in Adamawa, Borno and Yobe States. The programme will have 3 main components: I) development of specific ICT training contents: (i) fundamentals of the Internet and digital tools and (ii) specific expertise, both technical and transversal, targeting employability enhancement and job creation, (II) development of an ICT training portal inclusive of access to developed content and job search tools and (III) development of physical delivery centers across the area.

The general content and objectives of the project have been endorsed by the Federal Government, subject to the preparation of a full feasibility study for the project.

Scope of the request for expressions of interest
The Federal Government of Nigeria has received financing from the AFD to conduct a feasibility study of the above described project.

The Ministry of Budget and National Planning (MBNP), in close collaboration with Kad ICT Hub, will be responsible of the preparation of the study and the mobilization of the appropriate stakeholders for its success. AFD has been requested (i) to elaborate a shortlist of consultants firms (the Consultant) from which proposals for the expected services could be requested and (ii) to handle with the procurement process.

The Feasibility Study will be built on the following:
(i) Development of the content and organization of the training courses offered by Kad ICT Hub (review of the actors (firms, MDAs, universities, etc.) to assess required skills and to be involved to make them job-oriented, consistency with the type of employment offered/opportunity of growth in the area) and conditions of success to scale-up training offer in 3 States (availability of trainers, job opportunity, etc.);
(ii) Assessment of the availability and needs of the physical training centres envisaged (equipment, servers, network, etc.) and propose a training management system developed from the existing one (training of trainers, deployment, and monitoring and evaluation);
(iii) Analysis of the objectives and potential impacts of the project within the context of crisis in the area.

The duration of the Consultant’s mission is expected to be 4 months, from October 2019 to February 2020.
This call for expressions of interest is intended for national consultant firm (leading firm) allowed to partner with other international or national consultant firm(s) or service providers.

MBNP, Kad ICT Hub and AFD now invite eligible consulting firms to submit their expression of interest (EOI) in providing the services. The EOI of the consultants must include, among the others, the following information: (i) general introduction about the leading firm and the potential partners and their main professions; (ii) summary of qualified capacities and relevant experiences of the firms; (iii) list and description of similar projects/ assignments implemented by the firm and its partnering firms; (iv) the audited financial report of the most recent year of the firms; and (v) quality control procedures and processes.

The Consultant and its partner shall be able to mobilize experts in the following areas:

• ICT literacy
• Coding
• Internet of Things
• Data management
• Cyber-security
• Vocational training
• Employability enhancement and access to Job with a focus on the North-East Region
• Environmental and social management - with a very good knowledge of the constrained situation in Adamawa, Borno and Yobe States.
• ICT skills (Computer Science, Computer and Telecom Networks) to be able to assess the availability and needs of the physical training centres envisaged (equipment, servers, network, etc.)

AFD will prepare a shortlist of about six candidates on the basis of the expressions of interest received. A Request for Proposal will be sent to these selected firms.
Expression of Interest (EoI) must be submitted in English with 2 copies, one of them delivered to AFD Nigeria country office (address below) and the other one delivered to the Ministry of Budget and National Planning (address below) not later than : 23rd August 2019 at 12:00 noon (Abuja time).
