Job Purpose
International Alert is seeking an external auditor and/or auditing firm for its Justice and Livelihood Opportunities project in Central and North Bekaa, and Akkar project funded by the Ministry of Foreign Affairs of Denmark (DANIDA) as part of the Regional Development and Protection Programme (RDPP).
International Alert is implementing its Justice & Livelihood Opportunities project with two local partners, Arc-en-Ciel (AEC) and the Lebanese Observatory for Workers and Employees Rights (LOWER). The project-s duration is from September 2017 till August 2018. The project-s overall budget is Danish krone (DKK) 5, 550, 277.20.
The project comprises of three pillars: (a) livelihoods, (b) protection, and (c) advocacy and research - all three falling under a peacebuilding and social stability umbrella. In addition, to AEC and LOWER, two consultants: House of Peace (HOPe) and the Human Rights Legal Clinic (HRLC) facilitated and implemented activities under the three listed components.
The auditor shall produce the expenditure verification report that conforms to the model developed by the donor.
The auditor will examine whether the costs declared by International Alert and its partners, and the revenue of the action (grant) are real, accurately recorded and eligible under the Contract signed between International Alert and its partners, and the donor.
Duties and Responsibilities
· 'Auditor' can refer to the person or persons conducting the verification, usually the engagement partner or other members of the auditing team. The engagement partner is the partner or other person in the audit firm who is responsible for the engagement and for the report that is issued on behalf of the firm, and who has the appropriate authority from a professional, legal or regulatory body.
· International Alert and its partners, AEC and LOWER, provide the auditor and/or auditing firm full and free access to its (their) staff and its (their) accounting and bookkeeping system and underlying accounts and records.
· The ‘consultant is contracted for delivering and producing the Expenditure Verification Report and for submitting a report of factual findings to International Alert, as per the regulations and requirements of the donor and its reporting model.
· The auditor and/or auditing firm must submit Expenditure Verification Report by November 2018.
Other requirements:
· The Auditor and/or the firm is a member of a national accounting or auditing body or institution which in turn is member of the International Federation of Accountants (IFAC).
· The Auditor and/or the firm is a member of a national accounting or auditing body or institution. Although this organisation is not member of the IFAC, the Auditor commits him/herself to undertake this engagement in accordance with the IFAC standards and ethics set out in these ToR.
ESSENTIAL REQUIREMENTS
BS or MBA in Finance/Accounting/Auditing.
Minimum 5-6 years of relevant experience in developing expenditure verification reports.
Has previous experience conducting audits for EU grants.
Fluent in Arabic and English.
A member of a national accounting or auditing body or institution.
