The Office of the Prime Minister (OPM) acting on behalf of the Government of Jamaica (GOJ) has received financing from the Inter-American Development Bank (IDB) through a loan agreement towards the implementation of a National Identification System (NIDS) for Jamaica. It is intended that part of the proceeds of the funding will be applied to eligible payments to a consulting firm to undertake the Digitization of Vital Records (Birth, Death and Marriages) at the Registrar General's Department (RGD).

The OPM now invites eligible firms ("Consultants") to indicate interest in providing the required services. Interested Consultants should provide information demonstrating:

1. At least five (5) years' experience in digitization of hard copy records;
2. Completion of at least two (2) digitization projects in excess of 250, 000 records with at least one (1) project undertaken within the last 3 years;
3. The proposed team of experts for this consultancy, that is, consulting firms are to map individuals per the required roles and to provide curricula vitae;
4. Two (2) client references for similar work done; and,
5. Registration of firm, that is, presentation of a valid certificate of business registration.


Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9 and is open to all eligible bidders as defined in the policies. A Consultant will be selected in accordance with the Quality-and Cost-Based-Selection (QCBS) method set out in the Consultant Policies. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it. Short lists shall therefore comprise no more than the top six firms meeting the minimum required score of 70 points and with a wide geographic spread, with no more than two firms from any one country
