The United States of America, acting through the Millennium Challenge Corporation (“MCC”), and the Government of Côte d’Ivoire (“Government” or “GoCI”) have entered into a Millennium Challenge Compact (“Compact”) to help facilitate poverty reduction through economic growth in Cote d'Ivoire in the amount of approximately US$ 524.7 million (“MCC Funding”). The Compact and its related documents can be found on the website of the Comité National chargé de la mise en œuvre du Programme Compact (www.cnpc-mcc.ci).

The Compact program includes two projects; one of which is called the Abidjan Transport Project (ATP). Please refer to Annex I of the Compact for more details. The ATP aims to reduce vehicle operating costs and travel times along targeted road segments, while improving overall pedestrian and vehicle mobility and safety. A fundamental component of this project is that by Compact end date, the Government’s transport-related agencies will have been trained in and provided the knowledge and experience to maintain, rehabilitate, and improve Côte d’Ivoire’s existing road network.

The ATP is designed to transfer new (for Côte d’Ivoire) pavement technologies and management approaches to improve overall pavement preservation and rehabilitation. There are four (4) primary activities, or contracts under the ATP: the Architect and Engineer (A&E), the Environmental and Social Oversight Consultant (ESOC), the Urban Infrastructure Management Technical Assistance (UIM-TA) Consultant and the Partner University, all of whom have a specific and intertwined role on the success of the Project. The A&E and the Partner University are expected to be on board by Spring and Summer 2019 respectively. The UIM-TA Consultant is expected to begin around the end of Fall 2019.

This REOI is specific to the UIM-TA Consultancy. The selected Consultant (“Consultant”) shall develop the urban infrastructure management system for the city of Abidjan, which will integrate the traffic simulation models, the pavement evaluation process, the rehabilitation studies, and the design practices developed under the A&E work, in addition to developing other pavement design, maintenance and rehabilitation approaches.

The overall objective of the UIM-TA is to assist the GoCI in developing an innovative infrastructure management partnership platform for Abidjan to better manage infrastructure assets in the right-of-way. The Technical Assistance is designed to strengthen the institutional knowledge, know-how, and management of Abidjan’s transport infrastructure, building off the Infrastructure Graduate Program by providing opportunities to apply the learning, skills, and knowledge gained in a practical setting.

The major outputs of the urban infrastructure management assignment are the followings:
i) Development of an urban infrastructure management system (including GIS) framework for road and bridge assets including road traffic congestion, road accidents and integration of utilities in the right of way;
ii) Development of a pavement and bridge distress identification guide for Abidjan;
iii) Understanding the various causes resulting in pavement and bridge deterioration, accidents and congestion in Abidjan;
iv) Development of an Abidjan pavement preservation and rehabilitation manual including the development of several new (for Côte d’Ivoire) techniques (refer to the table above);
v) Development of pavement preservation and rehabilitation funding and willingness to pay scenarios; and,
vi) Development of an urban infrastructure management system that can prioritize road maintenance and rehabilitation options in Abidjan based on lifecycle cost analysis with and without monetization of polluting emissions.

Though this REOI, up to four (4) Consulting firms will be shortlisted following the procedures set out in the MCC Program Procurement Guidelines that govern procurements funded under the MCC Compact.

Each shortlisted Consulting firm shall be awarded a framework agreement including a grant of up to $25, 000 USD for the development of full project proposals for program implementation. This will involve and cover one (1) mandatory field visit organized by MCA-Cote d’Ivoire in Abidjan, Côte d’Ivoire. The procurement is expected to be a Quality Based Cost Selection (QCBS).
