Tenders are invited for Evaluation of UNICEF Youth Economic Engagement Program - 3 Months.

PURPOSE

The evaluation of the youth economic engagement program comes at a critical time, i.e. 2nd year of the country programme when UNICEF is trying to expand its program. The evaluation will inform the future planning to operationalize and rationalize the program. The programme intends target the extremely vulnerable youth for possible scale-up in future.

The main purpose of this evaluation is to determine the relevance, efficiency, effectiveness and impact of the Youth Economic Engagement Program. The evaluation will look at what worked and what not, and will offer alternative implementation modality if needed, inform future strategy and generate lessons learnt. UNICEF intends to follow formative - summative evaluation criteria using quasi-experimental design.

The findings of the evaluation will guide the government, UNICEF and implementing partners in future modification of the programme modality. The evaluation will look at the Youth Economic Engagement Program in whole to identify good practices and areas for improvements.

OBJECTIVES

· Assessing the labor market outcomes (employed, unemployed, out of labor force) and trajectory (past and current labor market statuses, for example, transitioning between employers), and potential attribution of the youth economic engagement program, especially to assess;

· the extent the youth economic engagement program is relevant to youth's requirements, country needs, and existing national policies and global priorities (such as SDGs)?

· the value of the programme in relation to the needs of the worst-off groups and reduction of the inequalities between the best-off and the worst-off as well as the gender disparity from the child rights perspective?

· To assess if or how the programme has contributed to nurture entrepreneurial readiness of youth in terms of identification, motivation, aspirations, resources and entrepreneurial ability;

· The positive and negative, primary and secondary long-term effects produced by the youth economic engagement program, either directly or indirectly, intended or unintended.

Additional data can be collected on the youth perceptions for the program in order to improve future implementation and to understand behaviors (e.g. Why did you quit the job you obtained after the program ended?). It will also measure the job quality and satisfaction (benefits, wages, working conditions) for those participating in the youth economic engagement program.

SCOPE

This evaluation is to cover all the aspects of the Youth Economic Engagement Program which is directly supported by UNICEF (See the Theory of Change). The evaluation will compare the programme effects cover beneficiaries and non-beneficiaries. UNICEF propose randomized control trials (RCT) for the purpose of this evaluation. The impact evaluation will cover the Youth Economic Engagement programme for the period from December 2018 to June 2019 and will focus on the program interventions being directly implemented by UNICEF, implementing partners (IPs): BDC and Luminous.

The ToR is looking for evidence on mechanisms through which current economic and financial crisis is impacting labor markets outcomes, and on the effectiveness of UNICEF programs in providing the required skills to the vulnerable youth in Jordan. Proposals can aim to measure impacts nation-wide or geographically localized. Proposals are not restricted in the number of contexts they study. The ToR is looking for a level of ambition that could, illustratively, aim to collect primary data through traditional surveys, but innovative approaches are highly encouraged. The ToR will consider proposals that can provide credible ways of answering the questions of interests. Primary data collection will be done with BDC, Luminous and program participants and control group.
