Tenders are invited for Evaluation of SHO Somaliland Drought Response Programme.
Oxfam has worked in Somaliland/Somalia for more than 40 years and has extensive experience in the collaborative design and management of both emergency response programs and development and resilience-oriented programming. Oxfam’s humanitarian response team has grown over the last months and is working in partnership with local organizations. Oxfam is expanding its response to increase and strengthen its humanitarian interventions in the country.
Oxfam has supported vulnerable households with unconditional cash transfers with beneficiaries selected based on several vulnerability criteria, including displaced persons who had lost at least 70 per cent of their livestock, pregnant and lactating women, single parent or child headed households, elderly and households with no access to remittances. Oxfam also supported the Ministry of Livestock during the national livestock treatment campaign, by providing medicines for deworming and treatment of 390.000 livestock in Awdal, Sool and Sanaag regions, supporting the livelihoods of vulnerable pastoralist families.
The current consultancy assignment is required for a drought response project funded by Dutch cooperating agencies (SHO) which has been implemented in partnership with Candlelight, Havayoco, & MoL. The project covers sectors in food security and livelihoods through unconditional cash transfer, Cash for Work, and livestock treatment and vaccination.
Objectives of the evaluation
The main objective of this evaluation assignment is to assess the overall achievement of the project and quality of implementations as well as the overall impact of the project, with the aim of pulling out lessons and learnings that could be adaptable to similar interventions addressing drought response in Somalia in the future. The consultant will work with Oxfam to document the project progress based on the outcomes with clearly indicative measurements and result-oriented methodology. To this purpose, it is expected that the consultant will:
o Evaluate the extent to which the project contributed to saving lives of the vulnerable communities affected by drought in Sool and Sanaag and Awdal.
o Assess the extent to which the intervention is suited to the priorities of the target vulnerable people and communities it is intended to benefit – how it affected the choices people were able to make vis-à-vis its social impact on them.
o Identify key good practices and key lessons learnt and make recommendations for future improvement of similar projects based on evaluation findings.
o Assess the level of achievements of the project targets and objectives and the immediate impact of the target communities, particularly IDPs and host communities in the intervention villages.
o Evaluate the relevance and consistency of the activities and outputs of the project with the overall goal, impact and the attainment of the objectives.
