The Renewable Energy Access Program:

The first phase of intervention of the Renewable Energy Access Program (PAER) in the Saint-Louis region that is the subject of this evaluation is currently being completed.

The PAER aims to support the development of the local economic fabric on the one hand through the improvement of access to clean and sustainable energy for the actors of the territory, and in particular the productive actors of the agropastoral sector, and on the other hand, through the strengthening of a local offer adapted to renewable energies (mainly Biogas and Solar). In addition, the project aims to strengthen the various groups of local actors for the dissemination of renewable energy solutions that meet the needs of the territory by mobilizing local communities and businesses or grassroots organizations.

Today, Phase 1 of the program is in its final year of implementation. As part of the financing agreement between AFD and the Partnership, an external evaluation of the activities must be carried out in order to define the level of achievement, the results and the impacts of the program. This approach is also part of a commitment to accountability with the technical and financial partners of the program (in France and Senegal).

Objectives of the evaluation:

The evaluation must therefore enable the Association to:

o Promote the actions carried out within the framework of the PAER.

o Report and communicate on the achievements of the 1st phase, especially to local partners and technical and financial partners.

o Learn and consider an external opinion to improve future practices.

o Decide, develop a strategy of consolidation of the program through a potential scaling of the latter.

Provisional timetable :

The evaluation will have to be carried out between November 2019 and February 2020 for a delivery of the final report by the end of February 2020 at the latest.
