Request for proposals are invited for Evaluation of an Information System Master Plan and the Development of a New EBID 2020-2022 Master Plan.

The ECOWAS Bank for Investment and Development (EBID) is an international financial institution owned by the fifteen (15) ECOWAS Member States namely Benin, Burkina Faso, Cape Verde, La Côte d`Ivoire, The Gambia, Ghana, Guinea, GuineaBissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone and Togo.

The authorized capital of EBID is one billion Units of Account (UA) and is divided into one million (1, 000, 000) shares of one thousand (1000) UA nominal value.

V. DELIVRABLES
- Before the effective start of the service:
? The detailed timetable;
- During the service:
? Guideline note;
? The minutes of the start-up meeting;
? Interview guides;
? Inventory reports (evaluation of the previous master plan, mapping of the
existing information system, evaluation of ongoing projects, report on norms,
standards and good practices used, );
? The report of the interviews and the summary note of the needs expressed;
? The summary document on the definition of the main strategic pillars and
their translation into scenarios;
? The proposed standard organizational chart of the Department concerned;
? Reports of the various meetings;
? The complete document of the new Information System Master Plan;
? The summary of the new Information System Master Plan;
? The proposed implementation budget;
? The document of communication and change management plans ;
? All presentation materials.
- After the implementation:
? Minutes of the validation of the various deliverables.

The sealed envelope containing the two numbered and sealed envelopes shall bear
only the following information:
“Proposal for the development of an Information System Master Plan for
EBID”
"To be opened only during the meeting".
The deadline for submission of bid dossiers is Wednesday, December 04,
2019 at 15:00 GMT at the following address:
