Terms of Reference

Consultancy Services:

Capturing the changes observed in implementing a GBV/Nutrition project in 3 pilot countries.

Created in 1979, Action Against Hunger is a non-governmental organisation that aims to provide solutions to hunger. Our mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. We focus on nutrition, health and healthcare practices; food security and livelihoods; water, sanitation and hygiene and advocacy.

Action Against Hunger aims to enhance the overall accountability of humanitarian nutrition organizations towards gender-based violence (GBV) and gender equality through focused GBV mainstreaming initiatives. We are seeking the services of a consultant to develop and pilot a tool able to capture the most significant changes in order to evaluate the impact of the change where GBV considerations were implemented.

DELIVERABLES

Step 1: Establish a work plan and a methodology to capture significant changes happening in our project.

Review initial data based on briefings, reports, consultations and experiences. The consultant should collect information that will demonstrate the project-s implementation and changes when GBV considerations were integrated.

Step 2: Create a tool that capture changes observed during project implementation, remotely, in Bangladesh, Mauritania and South Sudan.

The tool(s) should be able to measure the impact or changes observed in our programs and projects. It could be related to our employee-s behaviors changing after implementing a new policy, or clients after integrating GBV considerations into the way we deliver services.

Two main areas to measure changes:

A- Capture the changes that are happening during the implementation of the project:

· How staff are applying new knowledge and tools in their projects.

· What impact/changes are observed for the clients.

B- Capture the changes that-ve already been implemented in the past and are contributing to mitigate GBV risks in our projects:

· Record examples where the staff applied solutions to problems, that could be seen as related to GBV mitigation.

The tool will help us to show how the main changes can be captured, shared and promoted, including:

· Presenting case study, experiences and lessons learned,

· Successes and challenges in the prevention, mitigation and mainstreaming of GBV into nutrition programs identified and shared,

· Processes and models of change in the projects and programs where GBV consideration have been mainstreamed.

Step 3: Implementing the tool

Action Against Hunger-s Gender Unit in Toronto will use the tool(s) in the 3 different pilot countries where the GBV project has been implemented: Mauritania, Bangladesh and South Soudan. The consultant will work with the Gender team to launch, monitor and develop this tool to provide the best possible results.

At the end of the consultancy period we should have a minimum of 3 cases studies demonstrating a change.

Step 4: Analyze the data and write the evaluation report

Give recommendations and instructions to the Action Against Hunger Canada team who will be collecting changes until June 2019.

The consultant will present a final report to share results and recommendations with the team and Global Nutrition Cluster (GNC) partners. This set will be in the form of a presentation and an operational manual.

Timeframe

This work will take place between July 20, 2018 and September 30, 2018.

Home-based.

Reporting

Weekly communication with the Senior Project Manager will be expected during the consulting period. Final report and recommendation will be expected at the end of the assignment.

Payment Conditions

Payment by bank transfer in installments. 100% upon receipt of final invoice and completion.

Intellectual property

All writings, books, articles, artwork, computer programs, databases, source and object codes, and other material of any nature whatsoever produced in the course of this assignment produced in whole or in part by the consultant in the course of his/her service to Action Against Hunger shall be considered a work made for hire, or otherwise, and therefore Action Against Hunger-s property.

LOCATION OF WORK

Home based.

Traveling to the project location can be envisioned for the implementation but is not a prerequisite.

Essential qualification and experience

· Demonstrated experience in the field in monitoring/evaluation, capturing the changes methodology and Gender issues.

· Familiarity with international standards and policies related to GBV including IASC GBV Guidelines.

· Knowledge of participatory approaches and tools

· A post graduate degree in gender, development studies or social sciences and demonstrating capacity to conduct reviews, interviews, consultations, and to produce quality documents

· Thorough understanding of humanitarian coordination, in particular the structure, work and outputs of Cluster Coordination.

· Written and Oral skills in English and in French are a requirement for this consultancy.
