BACKGROUND INFORMATION

About Norwegian Refugee Council and the Project
Norwegian Refugee Council (NRC) has been present in Somalia since early 2006. Over these years, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced and host community populations. NRC has mainly focused on Somalis who are displaced by conflict and more recently by the drought and famine as well as their host communities. South Central Somalia has been on the path to recovery from the adverse effects of the 2016/2017 famine and flood related shocks that have followed in the succeeding Gu (Long) rain of 2018.

In South Central Somalia, NRC is implementing multiyear resilience project which has been funded by EU-DEVCO and a 9 months flood recovery project funded by DFID through Building Resilient Communities in Somalia (BRCiS) consortium. NRC-s components of these resilience projects are being implemented in Geddo and other regions.

In Geddo region, the projects have a solar powered Hybrid irrigated farming component that aim at promoting sustainable food and income security as well as increase fodder production and availability among the selected beneficiary communities. Hybrid irrigated food crop farming will be done in three villages namely Kabasa and Qasanley in Dollow district and Luuq Godey in village in Luuq district.

Feasibility assessment and a socio economic survey have been done for all the three farms and designs thereto developed. The sizes of the farms are provided in the engineering design documents which will be provided when the consultant cum supplier collect the bidding documents.

1.2 Purpose of the consultancy

The overall purpose of the consultancy is to work with NRC and the Community Based Disaster Management Committees and the beneficiary farmers in the above stated targeted villages to establish and run Hybrid irrigated farming in a profitable manner in addition to building capacity of NRC staff, farmers, extension workers and other stakeholders on the hybrid irrigation system set-up, operation as well as maintenance

2.0 DELIVERABLES/SCOPE OF WORK

The consultant will work closely with the community leaders and members, NRC project Staff in the three villages falling under the two districts Dollow and Luuq to undertake the following assignments:

(i) Within two weeks after signing contract with NRC, undertake all the pre-requisite preliminary/ pre-set up works in consideration of all the technical requirement for establishing such systems
(ii) Within Four weeks after signing contract with NRC, the consulting firm shall Supply materials for Hybrid irrigation system for all the three villages at NRC Dollow and Luuq warehouses for viewing and NRC-s approval awaiting installation. All materials supplied shall be in accordance to the the specification and quantities provided in in the Bills of quantities.
(iii) Installation of the Hybrid irrigation on the layed out farms shall start within one week after delivery and approval of all the materials and shall continue for a period not exceeding 10 weeks (2.5 months). The consulting firm must be able to correctly interpret the Hybrid system design and apply such in the installation of the Hybrid Irrigation system
(iv) The consulting firm shall upon completion of installation of the Hybrid irrigation system, test and run the system for at least one week in each of the target locations to ensure it functions properly.
(v) Capacity building of NRC staff and some Community Based Disaster Management Committees or Village Council and farmers drawn from the five villages on set up, basic operation, maintenance and repair of the Hybrid irrigation system shall be run in three phases- installation and test running phase, one month after test running and three months after test running but not beyond 20th March 2019.
(vi) Periodic and final Reports for undertaking these works generated and shared with NRC both in soft and hard copy.
REQUIREMENTS

NRC seeks to invite qualified consultants/firms who meet the following requirements to submit their detailed proposal on how to undertake the assignment.

1. The consulting firm must be registered by the relevant authorities existing in their country of origin. (Proof required)

2. The firm must have at least three years of undertaking similar works in Arid and Semi-Arid Lands among agro pastoralist and or Pastoralist in the Horn of Africa preferably in Somalia.

3. The firm must provide the Curriculum vitae of the technical engineer (s) who will be undertaking these works. The Engineer must have at least a degree in Agricultural engineering, water and environmental engineering or any other relevant engineering training qualification coupled with three years- experience doing similar work.

4. Possess and provide necessary resources to undertake works of such magnitude including equipment, personnel and ability to mobilize them on short notice.

5. Submit a detailed Bills of Quantities in the format provided by NRC, technical and financial proposal on how they are going to undertake the assignment in line with the deliverables as stipulated in the TORs, Pre- set-up fees, professional fees, subsistence cost report costs. Please note all costs must be broken down into details (no lump sums, no contingencies etc.)

6. The quoted prices should have a validity period not less than 8 months and not exceeding 12 months.

LOGISTICS

While undertaking this assignment, NRC will meet cost of flight from Nairobi to Dollow and Luuq, airport transfer costs, local transport in project sites in Somalia, meals and accommodation, reasonable and mandatory work related telephone calls and security limited to securing the armed guards to accompany the consultant and NRC staff to field as required by the NRC regulations

However, the Consultant will be responsible for their own Insurance during the subsistence of the contract and NRC will not be responsible for any injuries or damages incurred during the assignment. The contractor will also meet their own telephone costs. Therefore, the costs submitted must be inclusive of all anticipated expenses.
