Tender Details

The british columbia ministry of transportation and infrastructure is seeking proposals from qualified proponents that can, on a time charged, assignment by assignment basis, provide environmental and regulatory advisory services during the procurement, design and construction phases of the pattullo bridge replacement project.



the services include, but are not limited to:



. Provide recommendations and expertise to the ministry on environmental, permitting, consultative, and regulatory issues as they relate to a large transportation infrastructure design-build finance project,



. Support the project`s oversight and due diligence role related to the design-builder`s compliance with environmental regulatory requirements (including permit applications / compliance and identified indigenous groups consultation support),



. Support of the environmental aspects of the project and provide review of environmental deliverables, studies, analysis, etc,



. Strategic guidance regarding the bc environmental assessment office (eao) environmental assessment certificate and the vancouver fraser port authority (vfpa) ppep and how they relate to the project and the design-builder`s activities,



. Strategic guidance regarding other federal and provincial permits required, and support engagement with other environmental regulatory agencies,



. Identify risks (including but not limited to: schedule, budget, environmental, and relationship) and their associated avoidance or mitigation strategies (inclusive of technical, design-builder and stakeholder strategies),



. Provide support on claims mitigation through an understanding of design-build risk allocations as they relate to the environmental and regulatory aspects of the project,



. Provide strategic direction on scope, oversight of schedule management, and support on environmental and regulatory issues, and
