BACKGROUND
There is growing recognition of the prevalence of various forms of Gender-Based Violence globally. For instance, 35% of women worldwide have experienced non-partner sexual violence or physical and/or sexual intimate partner violence (IPV) (WHO 2013) which is manifestations of Gender-Based Violence (GBV). While major civil works such as those being financed under IUEMP are not responsible in entirety for cases of GBV, they can exacerbate the risk of GBV in both public and private spaces by a range of project-connected perpetrators and factors in number ways, for example.

a) Influx of workers may increase the demand for sex work-even increase the risk for trafficking of women for the purposes of sex work-or the risk of forced early marriage in a community where marriage to an employed man is seen as the best livelihood strategy for an adolescent girl.
b) Furthermore, higher wages for workers in a project community can lead to an increase in transactional sex. The risk of incidents of sex between laborers and minors, even when it is not transactional, can also increase.
c) Project activities create changes in the communities and can cause shifts in power dynamics between community members and within households. Hence, abusive behavior can occur only between project related staff and those living in and around the project site, but also within the homes of those affected by the project
d) When land acquisition occurs for civil works women may be extremely vulnerable to Gender Based Violence GBV).

The Ibadan Urban Flood Management Project IUFMP) is currently assessing the risk of GenderBased Violence (GBV) Sexual Exploitation and Abuse (SEA) as part of Environmental and Social Impact Assessment processes in project implementation. Due to IUFMP’s limited mandate to address GBV/SEA risks only within the boundaries of its project activities, a clear mapping of the services that survivors of SEA and other forms of GBV can access is an essential resource to address potential cases that might be related to works being implemented by the project

2. OBJECTIVES OF THE CONSULTANCY ASSIGNMENT
The objective is to minimize the potential risks of Sexual Exploitation and Abuse (SEA) and other forms of Gender Based Violence (GBV) by mapping the precise information on the services and referral pathway for survivors of SEA and other forms of GBV in Oyo State.

3. SCOPES OF SERVICE
The scope of the assignment are but not limited to the following:
1. Identification, listing and service characterization of existing services for Sexual
Exploitation and Abuse (SEA): The consultant will gather information all existing services in
Oyo State to include formal and informal services for survivors of SEA (including their geographical location) in all the LGAs

2. Assessment of Quality, Functionality and Accessibility of Services: The consultant will conduct interviews with identified key stakeholders to understand the strengths and challenges in existing support services, including in the coordination of the referral system.
3. Assessment of Health Seeking Behaviour and Referral processes: The consultant will engage informants (such as health workers, midwives, village leaders, youth leaders, representatives of women’s groups, NGOs, CBOs etc. to have a knowledge of services that exist and services (formal and informal) that are actually being used by survivors
4. Development of Referral Directory and Protocol: The consultant will develop a Protocol of
Action that will give guidance to actors within the project space to initiate referrals to services
The referral protocol will take due cognizance of:
i. the diversity of incident uptake scenarios
ii. (the different sub-project locations and
iii. the differences is service needs of GBV Survivor
5. Institutional Capacity Assessment and Capacity Building Plan: The consultant will also assess the capacity of service providers on one hand and the project implementing agency
(TRUMP PIU)- In conjunction with associated MDAs- for the delivery of their respective mandates.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments. experience in similar conditions, general qualifications and number of key staff and so forth).
