1.0 INTRODUCTION
The Federal Government of Nigeria received a loan from the International Fund for Agricultural Development (IFAD) toward the cost of the value chain development programme (VCDP) and intends to use part of the proceed toward carrying out various consultancy and non-consultancy services actitivities. The VCDP is an investment programme presently being implemented in the six states of Anambra, Benue, Ebonyi, Ogun, Niger and Taraba. Three additional states of Kogi, Nasarrawa and Enugu are to further participate in the programme.

The programme include the following components
a. Agricultural market development which includes support to value addition and market linkages, support to market infrastructure
b. Small holders production enhancement which includes (support to farmers organization and support to small holders production) and
c. Programme management and coordination

The VCDP National Programme Management Unit (NPMU), Enugu State Programme Management Unit, Nasarrawa State Programme Management Unit and Kogi State Programme Management Unit intend to expand/ update for data base of consultancy firms as indicated above. Thus, interested consulting firms are invited to indicate their interest in the field of their specialties for the programme in desired location(s)

It is anticipated that eligible consulting firms (“consultants”) will indicate their interest in providing the services; such consultants must provide information demonstrating that they are qualified to perform the services

It is further expected that the consulting firm would establish a strong core team comprises of key professionally qualified and appropriately experienced expertise for the assignments, that would demonstrate in the expression of interest (EOI) submitted

2.0 PROGRAMME OBJECTIVE AND TARGET
The programme’s objective is that the incomes and food security of poor rural households engaged in production, processing and marketing of rice and cassava in the programme area are enhanced on a sustainable basis.

The primary target groups are:
i. Poor rural households engaged in the cassava and rice value chains (VCs) who cultivate not more than 5 hectares of land under rice/cassava); and
ii. Small-scale processors (processing capacity of an average of 2Mt/day for cassava and 4 MT/day for rice) and traders, with emphasis on women and youth

The secondary target groups include:
i. Downstream stakeholders, particularly processors linked to a large number of the primary target groups
ii. Local government councils (LGAs) and communities strengthened to sustainably manage the marketing infrastructures supported by the programme; and
iii. Private sector operators strengthened to provide quality services demanded by smallholder farmers and processors

3.0 CONSULTANCY AND NON-CONSULTANCY SERVICES
The VCDP hereby invites eligible/qualified consulting firms to express interest in offering their services in the following specialist areas. The consultant should demonstrate the ability, capability and competency to carry out the assignment with all necessary preparatory studies, fieldwork, research and investigations (including the confirmation of collected data or generation of new field data, as may be deemed necessary or appropriate)

3.1. ENGINEERING DESIGN AND SUPERVISION FIRM-IRRIGATION
Detailed studies, detailed engineering designs and construction supervision of Irrigation schemes for the VCPD project areas
The purpose of this consultancy services is to select a qualified firm who will be required to carry out engineering design and supervision of works at the identified irrigation sites across the participating states and communities to reduce vulnerability and threat to poverties.
Scope of services: The scope of service includes but not limited to;
Phase1: Detailed Engineering Designs
When a site is identified by the project, the consultant will be responsible for preparing the detailed engineering designs including consultation and planning for integrated waterside panning and management, involving topography surveying, geotechnical investigation, hydrological, hydraulics studies, geotechnical (including survey of construction materials and structural engineering analysis, bill of engineering measurement and evaluation (BEME) for the identified irrigation intervention sites. The contract agreement to be signed in this phase shall be a “Lump Sum” contract

Phase II: Supervision of Construction Works
When a bidding process has been successfully concluded and a contract is signed, the consultant will supervise the construction work at the site(s) to the satisfaction of the client, and which arise from the detailed design activities. The consultant is to ensure that high quality construction with detailed supervision is achieved; all associated works are carried out in full compliance with the engineering design, working drawings, bill of engineering measurement and evaluation (BEME), technical specification and other contract document. The contract agreement to be signed for this place shall be a “Timed-Based” contract

SPECIFIC TASK IN THIS AREA INCLUDE:
i. The project entailed qualitative and quantitative assessment of water resources, which was done by analyzing the climatologically data from reliable meteorological stations
ii. Topographic survey for the entire scheme would be undertaken to delineate and survey the boundaries of the scheme, to produce location map for the scheme, to determine canal alignment and cross sections as well as to locate and size the intake structures, to prepare longitudinal profiles and cross sections to determine required quantities of earth works and canal linings.
iii. The standard statistical procedures would use for calculations of probable weather parameters used in designing civil structures
iv. As irrigation scheme, it would involves site identification and confirmation, prefeasibility and feasibility studies, preliminary design of the system, final detailed design, cost estimated, financial and economic analysis and supervising the construction of the scheme
v. Under the feasibility study and preliminary design the following tasks were carried out topographic surveys, qualitative and quantitative assessment of water resources, assessment of land use capacity, irrigation agronomy, assessment of socio-cultural aspects of beneficiary, environmental impact assessment and development of environmental management plan, among others etc.
3.2. AGRICULTURAL PRODUCTION SERIVICES-FIRMS
Scope of services: The scope of service includes but not limited to;
Activities within the agricultural production services that would improve agricultural food and natural resources industry involved in the production of food and fiber, etc.

Specific task in this area include;
i. To determine and outline the conditions that give the optimum use of capital, labour land and management resources in the production of crops, livestock and allied enterprises
ii. To determine the extent to which the existing use of resources deviates from the optimum use
iii. To analyze the forces which condition the existing production pattern and resource use
iv. Assist in organizing field days and annual cross-visits among farmer groups to facilitate exchange of experience and best practices among farmers
v. Assist in the monitor and assessment of mechanisms (procedure) of production, supply and distribution of certified rice seeds and improved cassava cuttings production in the programme areas
vi. Provide technical support in the design and implementation of a sound seed sub-sector action plan by strengthening the FOs capacity for the production of certified rice seeds in the programme area. This will also involve the implementation of activities pertaining to, promoting and disseminating of quality seed to producers
vii. Undertake appropriate capacity building programmes for farmers groups, state seed & quality control officers in germination and visibility testing
viii. Provide support in the establishment and effective management of farmers business schools/farmers field school to promptly and adequately address various incidental field production challenges and experiences in rice and cassava production;
ix. Support the programme to establish farmer-managed demonstration (demo) plots to promote sustainable and improved agricultural technologies/practices and follow-up services to the FOs
x. Ensure that all the production and extension-service delivery programmes and activities are satisfactorily executed with particular reference to the technical agronomic requirements to meet the demands of the identified processors and industrial-end users.

3.3. AGRO PROCESSING AND QUALITY ENHANCEMENT SERVICES.
Scope of Services: The scope of service includes but not limited to;
Activities within the Agro processing and quality enhancement services that would improve agricultural food and natural resource industry involved in the production of food and fiber, etc.

3.3.1. Specific task include:-

i. supporting development of branding and packaging for value chain products (rice and cassava)
ii. Prepare manuals/guidelines to document agro processing and quality enhancement initiatives. Render capacity building services.
iii. Identify technologies and equipment and train VC operators in the use of the improved technologies and equipment
iv. Set up cluster based demonstration centers as well as provide technical assistance to groups and clusters
v. Promote establishment of quality norms and standards including appropriate enforceable grading systems in each of the participating sate of the VCDP
vi. Carry out demonstration of the use of standard weight and measures for agricultural and processed
vii. Provide standard equipment foe weight and volume measurement including calibration
viii. Provide training to value chain operators in food processing systems
ix. Broker inter-agency collaboration among relevant agencies involved in quality control, grading and standards
x. Put in place framework for the establishment of quality control grading and standards

3.4. MARKET/VALUE CHAIN INFRASTRUCTURE SERVICES
Scope of Service
To achieve the core objectives of this assignment, the consultant will develop a work plan to ensure the completion of the tasks listed below in a manner consistent with international best practice and in accordance with the project agreement and the IFAD/Value Chain Infrastructure services guidelines and regulations.
The consulting firm will be hired for an initial period of one year to provide consulting services on-market/value chain infrastructure services.
3.4.1. Specific task includes but not limited to the following;
i. Carrying out engineering/architectural designs, specifications and cost estimates for market infrastructure (roads, irrigation schemes, storage facilities, markets, water supply and sanitation, agro processing buildings, land development activities.
ii. Carry out survey/ contour mapping in respect of land development and road infrastructure interventions. Render capacity building services.
iii. Support the preparation of manuals/guidelines and capacity building initiatives in the operation and maintenance of market infrastructure for sustainability
iv. Certify payments for the works against the relevant bill of quantities and issue The Interim Payment Certificates, the Final Payment Certificate and Other Certificates Including Taking Over Certificate, as required under the civil works contract;
v. Approve and monitor the contractors construction program and method statements, verifying that they are consistent with the implementation schedule for the project
vi. Planning and execution of construction supervision and contract administration, including effective and regular supervision of the works, maintenance of project records, correspondence and diaries, as well as quantity control/material testing to ensure that the works are executed in accordance with the Contract
vii. Issue notices to the contractor advising of any non-compliance with environments mitigation measures, as set out in the contract documents
viii. Carry out market infrastructure assessment and thematic studies

3.5. THE MONITORING & EVALUATION/MANAGEMENT INFORMATION STSTEM SERVICES
Scope of Services
To achieve the core objectives of this assignment, the consultant will develop a work plan to ensure the completion of the tasks listed below in a manner consistent with international best practice and in accordance with the project agreement and FUND monitoring/evaluation management information system services guidelines.

3.5.1. Specific ask for M&E/MIS services
i. Develop the programmes M&E/MIS system on the basis of the programmes logical framework
ii. Conduct of baseline surveys. Render capacity building services
iii. Prepare an M&E Plan, including the programmes monitoring formats
iv. Establish indicators for outputs, outcomes and impact, monitor implementation processes and performance and assess outputs and outcomes
v. Foster participatory planning and M&E by training and involving stakeholder groups
vi. Oversee design of a field-based system for the programme monitoring that incorporates the logical framework approach
vii. Undertake project the project thematic evaluations and studies. Carry out capacity building services
viii. Integrate the M&E system into the overall programme coordination and organization function and with other information and knowledge systems
ix. Support annual review and planning workshops and preparation of annual work plans and budgets
x. Carry out data quality, assessment and validation tests
xi. Support advocacy efforts through providing evidence of impact gathered through the M&E system, closely linked to knowledge management activities; nications tools in particular web-based technology.

3.6. PROCUREMENT ADVISORY SERVICES
Scope of services
To achieve the core objectives of this assignment, the consultant will develop a work plan to ensure the completion of the tasks listed below in a manner consistent with international best practice and in accordance with the project agreement and FUND procurement guidelines.

3.6.1. specific tasks include:
i. Preparation of project procurement plan, request for expression of interest REOI, EOI, RFPs Tech. & Fin. Bidding documents, evaluation, contract negotiation, award etc.
ii. Provide hands-on training to the PIU on implementation matters covering procurement, disbursements, reports writing, conduct post-implementation review, sensitization for management staff of VCDP on procurement
iii. Preparation of monthly, quarterly and annual progress reports
iv. Provide technical assistance to VCDP, participating states and implementing agencies in the procurement of services and goods, including hiring of consultants, on proper scheduling, adhering to best methodology and documentation process, and providing other services necessary to meet procurement objectives as contained in the procurement plan
v. Interpret and assist the programme to implement all procurement maters as contained in the procure plan but consistent with IFAD procurement manual
vi. Provide capacity building trainings (in-house training) to the programmes to beef their understanding and application of best procurement management practices as well as assist the procurement officers to ensure efficient running of the programme procurement functions
vii. Assist in preparation and participate in the performance of appropriate training programmes for programme staff to ensure optimum utilization of the acquired knowledge upon completion of this contract
viii. Actively participate and provide technical support to the VCDP, programme implementation agencies and participating state in all meetings that aimed at reviewing the status of the programme as regards procurement
ix. Where applicable, assist the programme in getting Duty Exemption Certificate and opening of Letters of Credit
x. Undertake any other tasks or responsibilities required to achieve the programme objectives or as otherwise assigned by the VCDP National programme coordinator

3.7. FINANCIAL MANAGEMENT SERVICES
Scope of service
To achieve the core objectives of this assignment, the consultant will develop a work plan to ensure the completion of the tasks listed below in a manner consistent with international best practice and in accordance with the project agreement and the FUNF financial guidelines and regulations.

3.7.1. specific task include;
i. Ensure the programmes financial procedure as detailed in the programme implementation and financial manual, are strictly adhered to by all programme staff and implementing partners at the national and state levels
ii. Carry out implementation support visit to the states to inspect financial records and books. Render capacity building services
iii. Establish an accounting system that ensure installation of good and complete chart of accounts, and maintain all relevant books of accounts that ensures complete recording and reporting of all financial and non-financial transactions of the programme at all levels
iv. Carry out the installation and management of sound integrated financial management information system (computerized accounting) at both the NPMU and SPMU
v. Carry out review of programmes financial procedures manual.

3.8. KNOWLEDGE MANAGEMENT AND COMMUNICATION SERVICES
3.8.1. specific tasks include;
i. Documentation expert/services:
The consultant/firm provide technical assistance to the Central Communication Unit (CCU) in the documentation and development of knowledge products such as success stories, newsletters, factsheets, brochures, technical and policy briefs, how-to-guides, technical reports and editing of programme documents among other. The individual/firm will support the CCU in field visits to programmes sites for purpose of documentation of programmes accomplishments
ii. Online media/webmaster:
The webmaster shall manage the programme website and social media platforms and ensure the programmes have strong online media presence. The consultant will work in house with the KMC team and will provide assistance in uploading and updating the programme sites and social media networks on a daily/weekly basis. The webmaster will produce monthly statics and analysis on the site performance
iii. Print and electronic media consultants
The print media consultant will assist the programme in facilitating press interview, press coverage of programme events, press conferences, media tours of programme intervention sites, press releases and courtesy calls. The electronic media consultant will support the programme in Radio and TV appearances, coverage of programme event.
iv. Traditional media consultant
The consultant will support the programme in implementing KM&C activities at the grass roots level using traditional media. He/she will design and deliver appropriate KM products for information dissemination and knowledge sharing for farmers and other VC operators at the local level
v. Photography/videography consultant
Consultant will provide technical support to VCDP in documenting and showcasing programme results using digital media. Consultant shall be required to produce photo stories, short video and documentaries.
vi. Capacity building workshops, knowledge fairs/learning events consultant:
The consultant will provide capacity building training on KM&C for programme staff.
He/she will also support the programme in organizing knowledge fairs/learning events
vii. Graphics designer:
Consultants shall provide support rot e programme in layout and design of programme knowledge products ensuring that branding elements, style and guidelines of IFAD country programmes are strictly adhered to,
viii. Editor:
Consultant shall provide editorial services to the programme. He/she will support the programme in editing progress report and other import knowledge products and ensure the products are reader friendly and meet global standards

3.9. RURAL INSTITUTION, YOUTH AND GENDER ADVISORY SERVICES
3.9.1. specific tasks include;
i. Assist in the periodic review of the institutional mapping of existing FOs in the six programme states so as to fine-tune and upgrade the strategy of intervention and other activities to support the FOs capacity building
ii. Contribute to strengthen the FOs level of governance, capacity in designing and review of their VCAP, business management performance, negotiating skills of the group and their capacities for service/input procurement through training;
iii. Strengthen the group’s ability to access/leverage resources from financial institutions through appropriate capacity building programmes and activities
iv. Provide technical support for the strengthening of the FOs in the areas of expanding existing businesses, creating new ones, reduction in production costs and evolution of robust network within an between the groups in the programme areas;
v. Assist in the formation of new and viable FOs using such simple told as group inventorisation and operational guidelines. Such guidelines would contain the following: membership, purpose of the group reflecting their business interest, governance structure, tenure of office, meeting regularities, modalities for admission and withdrawal of membership, resource-mobilization and gender composition
vi. At appropriate times, organize capacity building programmes on group management & dynamics
vii. Assist the programme to conduct an appraisal of the farmers organizations to identify capacity-and productivity-gaps as well as monitor progress on the impact/result of previous trainings
viii. Develop flexible training manuals to address the identified gaps, train the farmers based on the needs and curriculum.

3.10. NUTRITION ADVISORY SERVICES
3.10.1. Specific tasks include
i. Development of nutrition strategy to guide nutrition interventions
ii. Carrying out nutrition survey and report dissemination on knowledge, attitude and practice
iii. Support publicity drives through the development and testing of campaign messages, tools and material to promote education, social and behavioral charge communication
iv. Capacity building and training of project staff and programme beneficiaries on nutrition sensitive agriculture and other nutrition issues
v. Conduct thematic studies on nutrition and related issues

3.11. CLIMATE CHANGE AND ENVIRONMENT ADVISORY SERVICES
3.11.1. Specific tasks include
i. Assist in the inclusion of climate resilience and environmental data collection in the baseline studies to be undertaken
ii. Preparation of Environmental and social management plan (ESMP) and Basic Climate Risk analysis at the commodity cluster level
iii. Development of crop agro ecological maps
iv. Training of intended entrepreneurs on waste valorization and integrated pest and agro chemicals management
v. Development of manual for environmental training on sustainable agricultural enterprises
vi. Documentation of baseline information for projects locations/clusters using GPS, Remote sensing and field surveys using GIS.
vii. General supervision, monitoring and certification of works of service providers engaged for physical climate change and environmental projects.

3.12. GENERAL SERVICES
3.12.1. specific tasks include;
Interested contractors and service providers are invited to indicate interest in the under listed general services.
i. Security services
Provide security to the office accommodation of the VCDP-NPMU on every hour basis. The firm must be registered with the Nigeria civil defense corps and certified to carry out security function in the country. It must have a minimum of five years’ experience handling corporate security arrangement
ii. Catering /hospitality
Provide feeding and hosting during/ of event such as trainings, workshops, meetings and supervision mission especially in programme areas of Abuja, Anambra, Benue, Ebonyi, Ogun, Niger and Taraba State. Hotels must have various categories of halls and located in the state capitals. It must be decent, accessible, and adequately secured. The hotel must be certified by the relevant agencies to operate in Nigeria
iii. Cleaning services
Carry out general cleaning of entire office accommodation (including refuse/waste disposal handling) using approved standards with environmentally friendly chemicals and methods. The company must have a minimum of five years’ experience in handling corporate cleaning service assignments
iv. Information communication technology services
Provide an efficient internet service/connectivity with the office premises of the VCDP; support the networking of the various platforms of the VCDP using a central server system. Provide regular upgrade and maintenance of ICT equipment.
The firm must have a minimum of three years’ experience in providing ICT support back bone to corporate organizations
v. Printing and publishing services
Support the VCDP in producing printing materials such as files, dossiers, fliers, manuals, magazines, banners, certificates, log/records books, store receipts, vouchers etc. and branding items

3.13. CAPACITY BUILDING/ STRENGTHENING OF THE FARMERS ORGANISTION
Objective of the assignment
The specific objective of the assignment is to provide capacity building training to selected master trainers in order to strengthen their capacity to train the benefiting farmer groups; in order to establish a strong exit and sustainability strategy for VCDP. The assignment Is in two parts:
1. To undertake gap assessment of FOs, identify training needs, and prepare a training plan
2. To train master trainers who will use the training needs and preparations of training modules has been undertaken. The assignment is to take place in t following states Anambra, Benue, Ebonyi, Ogun, Niger, Taraba, Enugu, Nasarawa and Kogi State
To specifically demonstrate that they have the capability and competency to carry out the following:
A. At the farmer organization levels
• Liaise with VCDP team to validate the primary groups and cluster groups
• Organize and strengthen the primary groups using the training module package emphasizing on group dynamics-group formation, governance and leadership, savings mobilization and rural credits including institutional linkages entrepreneurial skill development, record keeping, input and product marketing and market information services, and gender mainstreaming.
• Ensure that all groups are part of their respective apex cluster group. Provide a frame work and train the groups on the formation and functions of the apex cluster groups. All groups should know their affiliation to their respectively APEX cluster group and their responsibilities to the apex.
• Use participatory approach to develop a frame work for by-laws for the FOs to enable those that are yet registered with the government to do so.
• Train the FOs on the preparation of their short-term vision (strategic development plan, SDP), working with private sector operators especially financial institutions, preparation and keeping simple record keeping, business planning and budgeting, business transaction and negotiation skill, resource mobilization, loan drive and recovery, institutions development/governance

B. At the value chain apex groups (AVG) at the cluster level
• Define the structure of the AVG, roles and responsibilities and members accordingly
• Strengthen the AVGS in the states to serve their member groups by training, mentoring and monitoring. Train leaders of AVGS on association management, good governance and advocacy, membership services, financial management, income generation and sustainability and running the apex as a business
• Assist all the AVGS in the state to prepare and operate a flexible 3 year rolling strategic development plan (SDP) that guides their decision and action in their business operation, and maintenance (O&M) and economic assistance to their members. It is expected that the AVG SDP will feed into the local government action annual work plan preparation, annually
• Strengthen the effort of AVGs to use the platform to share knowledge among members but most importantly between the member farmer organizations. The consultants shall work out an schedule (compromising themes and period ) for the AVGs to facilitate knowledge sharing among commodity groups
• The consultant shall ensure finalization of SDP for a total of AVGs per state
• The trainings shall be participatory and hands-on demonstrations with case studies
• Ensure that AVGs is formed in all the programme communities
• Follow up with implementation of SDP by each AVGs
• Collaborate with project team link AVGs to sources of good quality input market for improved varieties, breeds of animals, fertilizers, feeds, recommended agro-chemicals, credit etc. and output markets for sale produce.
• Ensure the registration of AVGs to possess a legal status
• Provide and train the AVGs on guidelines for the preparing of bye-law appropriate for their excuses
• Documents and product monthly progress report and a comprehensive end of contract report in both hard and soft copies
• Develop simple indicators: the consultant is requested to work with the M&E team of the programmes to identify the criteria and simple monitoring tool to track the performance of the FOs and AVGs in terms of governance, leadership, sustainability, etc.

3.14. ENGAGEMENT OF PRIVATE SECTOR EXTENSION SERVICES PROVIDERS IN VCDP STATE
3.14.1. Objectives of the private sector extension service providers
• Liaise with VCDP to establish a reliable farmers data base, which will form the basis for establishing an out-growers scheme for rice and cassava farmers for the off-takers
• Provide technical support to the farmers to produce premium rice paddy or cassava tubers, increase their farm level productivity, sales and income
• Work with the cluster groups to establish within a state, 20No. on farm, farmer managed, farmer owned demonstration plots of 0.25ha each for practical extension service delivery, at approximately one demo-farm per 100 farmers
• Work with VCDP to incorporate an exit strategy to sustain on extension efforts that will benefit the firm an farmers beyond the life of programme intervention

3.14.2. The Service (Contract)
In order to establish a strong supply base (out-growers) for the partners between the off-takers and the farmers to also support and strengthen/account for VCDP engagement with the state governments, VCDP seeks the services of private extension service providers to establish ten (2) on –farm farmer managed demonstration plots each measuring 0.25 ha an provide extension services for best agronomic and best practices to given number of farmers in each VCDP state. The demo plots shall serve as practical demonstration tool on the use and application of improved technologies to farmers. The service providers will providers will provide trainings (pre-season and in-season trainings before/during plating and farm maintenance respectively) and 2 field days/practical demonstrations (green and brown field days). The trainings will be on a well-developed package of practices (PoP) to participating farmers whose lists will be provides. Also, the on-farm plots shall be used for bi-weekly field events to train and review farmers performance. The service provider will distribute the approved POP handbooks to the participating farmers. The first (green) field day will take place in the month of June/July while the second (brown) field day will take place in the month of September/October. Day-to-day extension services to farmers shall continue after each filed event.

3.14.3. Duration of the contract and location:
Twelve (12) calendar months, Firms engaged in each work in any of the states of Anambra, Benue, Ebonyi, Niger, Ogun, Taraba, Eneugu, Kogi and Nassarawa. The contracts of the firms are renewable subject to satisfactory performance acceptable to the programme.
3.13.4 Main tasks of the service provider:
i. Provide best agronomic and best training activities and M&E data correction for the duration (May, 2018 through December, 2018) of the 2017/18 dry season rice and 2018 cassava season
ii. Engage about 10 EAs (1:200) and 2No Enumerators outside the ADPs system to facilitate extension delivery to farmers. 20% of the EAs’ and enumerators salaries will be paid to them through the service providers by the end of the assignment as their terminal package (a sort of gratuity) such payment will only be for those EAs and enumerators who successfully completed the assignment. This will form part of the final payment of the service providers by vcp0d after the submission of the final report on the assignment, VCDP will ensure that the EAs and enumerators are paid the terminal package within two days the service providers are given their final payment.
iii. Liaise with value chain clusters to use champion farmers to establish 20 on-farmers, farmer managed, and farmer owned demo plots. Each demo plot will measure 0.24ha in size and shall be used for practical demonstration events to farmers within the locations (about 100 per demo farm)
iv. Conduct bi-weekly practical demonstrations on demo-plots for farmers within the catchment areas and submit monthly progress report to VCDP. The report will follow a format (attached), which follows VCDP indicators to effectively account for field performance
v. Provide field assistance on a day basis to farmers within their catchment areas
vi. Ensure that the group leaders that benefitted from certain exclusive trainings shall go on to share the knowledge with the rest of other farmers
vii. Organize monthly review meetings at the project site to discuss the progress of the program; VCDP officials shall attend the meetings.
viii. Service provider shall make presentation on the achievements and challenges of the program, as well as upcoming activities during the meetings
ix. Ensure overall supervision of the field work and manage the synergy with VCDP as well as provide supervisory role an technical assistance to the farmers
x. Work closely with VCDP during crop establishment, maintenance an harvesting provide technical assistance to the firm during paddy procurement and distribute approved POP handbooks to the participating farmers in their groups

xii. Provide a mechanism for data collection, collation, report writing and submission in the form that has been approved by VCDP M&E expert. This will also involve keeping the parties abreast of new development and for emerging issues about the program
xiii. Prepare a monthly report of activities which should include an overview of on-farm demo plots and farmers performance and should summarize meetings or trainings organized during the month. Attendance records form technical sessions and other meetings/trainings should be attached as annexes. The report shall also capture the information on the VCDP performance indicators. The VCDP M&E expert shall provide a format for the monthly report.

3.15. CONSULTANCY FOR PREPARATION/VETTING OF THE DETAILED ENGINEERING DESIGN AND BIDDING DOCUMENTS OF SELECTED RURAL ROADS.
The consultancy services are to prepare/ vet Design Documents for selected rural roads. The selected roads comprise approximately 300 km of road spread across the participating states of Anambra, Benue, Ebonyi, Ogun, Taraba, Niger, Enugu and Kogi. A competent local firm is desired.
Scope of services
The consultant firm shall do everything required to meet the objectives, including but not limited to the following tasks;
a. Establish permanent setting out reference stations along each of the selected roads an d the video of the entire length of each road embedded with geo reference information
b. Survey the selected roads to establish the horizontal and vertical alignment, the line and level, cross sections, drainage channels and the extent of rivers and flood plains, including recommended realignment sections
c. Carry out a full topographic survey of the road using total station and GPS over a width of at least 15m on either side of the centerline. In addition to the data required for preparation of plan and profile drawings of the road, the topographic survey shall provide information on the presence of housing units, commercial and administrative buildings, bus and lorry parking areas, trees, entrances to roadside properties, watercourses, bridges and drainage and any other features that will affect the design of the rehabilitation works. The consultant shall carry out the necessary detailed topographic surveys for the road in order to establish the accurate centerline and identify any agriculture areas/crops and structures affected by widening and/or realignments, conduct 24-hour traffic counts for three consecutive days and 18hour count for additional three consecutive days as well as 12-hour count on the seventh day (preferably at peak traffic/harvest times) and review supporting data for traffic and growth projections to establish design traffic levels for each road.
d. The consultant shall estimate the generated traffic that will occur as result of the intervention works based on the reduction on travels time and transportation cost.
e. Conduct an inventory and condition survey of the roads, together with all drainage structures, including: culverts, side drains, bridges, drifts and river crossings etc., plus associated scour protection and river training works.
f. Establish and review all available hydrological data to serve as a basis for design of the rehabilitation and upgrading of the hydrological structures, including new hydrological structures, with new bridges limited to spans of the order of 15m. In-depth analysis shall be conducted on each of the stream/rivers to determine their width, length and directional flow.
g. Carry out a hydrological survey of all the drainage structures to establish their existing capacity and operational status.
h. Establish the need for additional drainage structures and what is required for the rehabilitation, and for enhancing the capacity of the existing drainage structures as necessary
i. For existing structures (bridges and culverts) along the road the consultant shall determine their adequacy and structural integrity and expected to prepare separate conceptual design where it requires replacement.
j. Carry out material investigations to establish the properties of the existing road formation, road sub-base and base; and establish and test available construction material; sources.
k. Produce a detailed concept design and a confidential engineer’s cost estimates of the recommended works
l. Assist the state programme management unit (SPMU) to produce the draft bidding documents strengthened as necessary by the consultant.
m. The consultant in conjunction with SPMU will identify the roads in each state for construction and instructions for bidders (IFB) shall be prepared.
n. Carry out separate environmental and social impact assessments (ESIA); and produce an environmental and a social management plan (ESMP). The ESIA, ESMP shall be prepared based on IFAD SECAP safeguards, policies and guidelines and the ESMF and RFP FOR VCDP, which contain detailed TORs.
Carry out an update of the feasibility study and ranking of proposed road for rehabilitation using the engineering cost estimates and current traffic count data applying Road economic decision (red) model.

4.0 SHORTLISTING CRITERIA ARE:
The following criteria will be used in shortlisting the consultants
i. Evidence of legal status of the firm (business and years in business) shall not be less than seven(7) years relevant general working experience
ii. Profile of firm including ownership structure with full contact details
iii. Capability profile of the firm (Track Records); including details of experience in similar assignment
iv. Technical and managerial capability of the firm
v. Experience of working in a similar geographical region

Key experts will not be evaluated at the shortlisting stage

Thus interested consultants must provide information demonstrating that they are qualified to perform services ( by demonstrating evidence in their EOI showing legal status of the consultant, core business and years in business; consultant organization technical and managerial capability, competency and capacities; adequacy for the assignment: description of extensive experience in similar and related assignments, regional experience and familiarity with the IFAD or other international finance agencies. Safeguard policies, brochure, etc.)…evidence of vat registration, tax clearance for past 3 years, audited financial statement for past 3 years, PENCOM compliance certificate in line with pension reform act 2011 as amended.
