Tenders are invited for Engagement of Additional Payment Service Providers for National Cash Transfer Program in Jigawa State

Bid Security in Naira (N): 4.8 Million

The contracts will be effective for the period of 12 months and shall include but not limited to;
a. Providing cash-out points,
b. Providing non-cash services,
c. IT infrastructure to support payments,
d. Cash based disbursement in remote/rural locations, and
e. Merchandise based disbursements in remote/rural locations.

3. To be eligible for the award of contract, bidders must meet the following criteria:
i. Has executed during the last two (2) years electronic payment including transportation and disbursement of cash to recipients in at least two (2) states over a six (6) months period.
ii. The minimum required annual volume of Services for the successful Bidder in any of the last two years shall be at least equivalent to: = N480, 000, 000.00
iii. Audited account for the past three (3) years.
iv. If already engaged by NCTO, evidence to show it has capacity to handle additional beneficiaries/contract MUST be provided.

4. Bidders who are already rendering services for NCTO must show proof that the can deliver if given additional contract, as bids will be evaluated and awarded on a basis financial capacity.
5. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

6. Interested eligible bidders may obtain further information and inspect the bidding document during office hours of 0900 to 1700 hours at the address given below:

7. Interested eligible bidders may purchase a complete set of bidding document in English Language upon the submission of a written application on bidder’s letterhead to the address below and payment of a non-refundable fee of Ten Thousand Naira (N10, 000.00). The method of payment will be Online through the Federal Government Payment System (Remita Platform Account No= 0020524061048 MBNP FGN Contribution operating Account). The document will be obtained from the office. The receipt/Teller should be accompanied by a letterhead of the desirous party requesting for transmittal of the documents giving reference to the “IFB Number” and “Title” of the bid.

8. Bids must be delivered to the address below on or before 12:00 noon local time on 6th January, 2020. Electronic bidding will not be permitted.

9. Late bids will be rejected. Bids will be publicly opened after 12:00 noon local time on 6th January, 2020 in the presence of the bidders’ designated representatives and anyone who wishes to attend at the address in Paragraph 6 above. All bids must be accompanied by a security of not less than the amount stated in the table above.
