GENERAL PROCUREMENT NOTICE
The above named client intends to use part of the proceeds of a loan from, or Grant administered by, the European Bank for Reconstruction and Development (`the Bank`) for the above named project. Additional financing details are as follows:
The European Bank for Reconstruction and Development (EBRD) provides a sovereign loan up to USD 250 Mln to the Arab Republic of Egypt to be on-lent to the Egyptian General Petroleum Corporation (EGPC) and its subsidiary Suez Oil Processing Company (SOPC). The proposed project consists of energy efficiency investments in SOPC fully consistent with the Green Economy Transition (GET) Approach and other refurbishments and installations to improve its operational performance, environmental footprint and utilisation rate.
Tendering for the above contracts is expected to begin on 02/09/2019.
Contracts to be financed with the proceeds of a loan from/ grant administered by the Bank will be open to firms from any country.
The proceeds of the loan from, or Grant administered by, the Bank will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Client`s country.

The project has a total estimated cost up to about USD 260 Mln, and will require the procurement of the following goods, works and services:
1. Coker Refurbishment and Upgrade / new hydrotreating Unit – procurement in process
2. Supply and Installation of new Vapour Recovery Unit (VRU) – procurement in process
3. Energy Efficiency Investments – procurement to be initiated
4. VDU Asphalt Unit – procurement to be initiated (ECEPP - EBRD Client e-Procurement Portal)
5. Project Implementation Unit (PIU) Consulting Services – procurement completed
The procurement process for component 3 above is planned to be initiated during Q3 2019.
