Expression of Interest are invited for Jobs for Youth in Africa Coding for Employment Independent Program Evaluator and Country Project Manager.

1. The African Development Bank hereby invites individual Consultants to indicate their interest in the following Assignment: Jobs for Youth in Africa Coding for Employment Independent Program Evaluator and Country Project Manager.

2. The African Development Bank adopted the “Jobs for Youth in Africa” (JfYA) Strategy for the period of 2016 - 2025. This Strategy responds to the priorities in Bank’s Ten Year Strategy and the New Corporate Priorities. Creating productive jobs for the youth would help improve their living conditions, while providing the much needed human capital to transform Africa’s energy, agriculture, industrialization and regional integration efforts as outlined in action point agenda of cooperate priorities.

3. The Bank identified three strategic sector areas to prioritize its interventions they include Information Communication and Technology (ICT), Agriculture and Industrialization. The coding for employment is one of flagship program under the ICT interventions.

4. In view of the on-going operationalization of the JfYA strategy, the Bank is seeking the services of a consultant to support the implementation of the Coding for Employment (CfE) program in Kenya. Through demand-driven training, the program will equip youth across the continent with the skills needed to secure / create ICT, ICT-enabled, and ICT services employment.

5. Beyond skills development, the program seeks to drive the creation of an “innovation ecosystem” where key stakeholders (private sector, youth and government) in the digital sector can adopt a sustainable, integrated and holistic approach focused on promoting innovative use of digital tools to solve social problems in Africa. As such, the program will support the development of 130 innovation centers of excellence which will provide a platform to host best practices, private sector linkages, and support training programs.

6. The services to be provided by the consultant under this assignment include (but are not limited to) the following areas:

a. Execute overall project management for CfE in Kenya, including managing the operationalization of centres of excellence in CfE partner universities (identified during the feasibility studies) in Kenya.

b. Coordinate with selected private sector partners in order to plan, design and implement training programs in identified centres of excellence.

c. Liaise/coordinate with universities to design training calendars, rollout training programs and other training logistics.

d. Design a comprehensive M&E plan for the CfE program

e. Monitor and evaluate the alignment of training programs, against KPIs detailed in the program concept note, and maintain database of student activities including (enrolment and progress).

f. Prepare quarterly reports (i.e. progress report, financial reports etc.) on the progress of the Coding for Employment program in Kenya. Also, work with universities to obtain and collate relevant data/ information that will be utilized in the report.

g. Document lessons learnt, opportunities and challenges to the operationalization of the CfE programme and make recommendations to improve implementation of future activities;

h. Design and implement strategies to crowd-in local private sector support for the program (especially linkage of graduate with internships).

i. Also, build, strengthen and manage partnerships with local and national governments, private sector partners, institutions and stakeholders;

i. Work with local media and communication platforms to raise visibility and awareness of the program.

j. Other duties as assigned by the Senior ICT, Innovation and Digital Skills Expert.

7. The assignment is expected to commence in July 2018 for a period of 12 months. The first draft of the inception report will be expected in place by beginning of August, 2018.

8. The Human Capital, Youth and Skills Development Department invites individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualification and experience demonstrating their ability to provide the services (documentation, references for similar services, and experience in comparable assignments, etc.)

9. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants.. 12. A shortlist of three to six individual consultants will be established at the end the request of
expressions of interest. The consultants on the shortlist will be judged on the following criteria on
the basis of their updated resume.
