ELECTRIFICATION AGENCY OF CAMEROON FOR THE SELECTION OF COMPANIES RESPONSIBLE FOR EXECUTION OF RURAL ELECTRIFICATION WORK IN THREE REGIONS.


Rural Electrification Project 03 Regions

1. The Government of the Republic of Cameroon has received financing from the Arab Bank for Economic Development in Africa (BADEA)
in the form of a loan, and intends to use part of the amount of this loan to make the payments under the Rural Electrification Project market in three (3) regions of Cameroon.

2. The Director General of the Rural Electrification Agency (AER), invites candidates to submit their bids under sealed cover for the supplies and work of rural electrification of fifty (50) localities in three (3) regions of Cameroon :

3. The Call for Bids will be conducted in accordance with the international competitive bidding procedures defined in the BADEA Loan-financed Procurement Guidelines. It is open to all eligible candidates according to the criteria of the BADEA.

5. A complete set of the Bidding Documents in French can be obtained at the above address, after payment of a non-refundable amount of Five Hundred Thousand (500, 000) XAF for each lot or equivalent in Euros for each lot. The payment will be made by payment to the ARMP Special Assignment Account N ° 335988 opened at the International Bank of Cameroon for Savings and Credit (BICEC). The File will be removed at the above address by the candidate.

6. Bidders will provide a price for all batch installations based on a single responsibility. These prices will be inclusive of all taxes. Tenderers are therefore invited to refer to the summary of direct and indirect taxes, duties and taxes applied to projects in the Republic of Cameroon.

7. One or both lots may be awarded to a single tenderer or to a group of undertakings duly constituted by a notarial act.

8. The contract will be awarded to the bidder submitting the lowest bid that will be substantially substantiated and meeting the condition of reasonableness of the offer (i) not significantly less expensive and (ii) not extremely expensive in the limit of 20% of the average offers is essentially in line.

9. The preparatory bid preparation meeting will be held in Yaoundé at the headquarters of the Project Management Unit on 21 October 2019 at 10:00 am Cameroon time, followed by a site visit.

10. Tenders must be submitted no later than 21 November 2019 at 13.00 Cameroon time .

All bids must be accompanied by an XAF 80 million (80, 000, 000) XAF or equivalent in the form of a bid
and issued by the banks and insurance indicated in annex of the DAO. Updated list of banks and insurances. However, the bond issued by a foreign bank of the first order accepted by BADEA and having representation or correspondence in Cameroon approved MINFI is also accepted.
