④ It must be a person as the general electric utility based on regulations of the electricity enterprises act who is doing based on regulations of permitted person or this law as for specific scale electric entrepreneur`s written report ;

⑤ meet the qualification requirements which the Obligating Officer may specify in accord ance with Article 4 of the Regulation ;
