1. The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”), now invites quotations for the development of 4-5 eLearning modules for the purpose of introducing the Global Fund-s board-approved Code of Conduct for CCMs as fully described in Attachment A (Statement of Work) of this solicitation.

2. This RFQ consists of the following sections:

a. Attachment A: Statement of Work;

b. Attachment B: Requirements and evaluation criteria;

c. Attachment C: Summary table of LoE, Delivery date, Cost

d. Attachment D: Sample of work

3. This RFQ is in line with, and subject to, the following documents:

Submitting an quotation in response to this RFQ constitutes an acceptance of the terms indicated herein and of the terms of each of these documents, including the Global Fund Terms and Conditions of Purchase of Goods and Services, and the Global Fund reserves the right to reject the quotation of any entity or individual, as the case may be, that fails or
refuses to comply with, or accept, such terms.
4. This RFQ shall not be construed as a contract or a commitment of any kind. This RFQ
in no way obligates the Global Fund to award a contract, nor does it commit the Global
Fund to pay any costs or expenses incurred in the preparation or submission of
quotations. Bidders are solely responsible for their own expenses, if any, in preparing
and submitting an offer to this RFQ.
5. The Global Fund may, at its discretion, extend the deadline for the submission of
quotations or revise the Statement of Work, by issuing an amendment to this
solicitation.

6. Option to Extend. The Global Fund intends to award a contract(s) for the period specified in this Solicitation. The Global Fund may, subject to the agreement of the parties, extend the(se) contract(s) for an additional period up to two times the period stated in this solicitation or any fraction of that time. The(se) contract(s) may be extended subject to good performance on the part of the contractor, the availability of funds and the needs of the Global Fund.

Statement of Work: eLearning Developer
Title eLearning Developer to code modules for virtual course to support rollout of
Code of Conduct for CCM members
Introduction The differentiated approach for rollout of the Board-approved COC includes
access to eLearning modules, to be accessible to all CCMs.
Background Mandated by “Ethics and Integrity Framework” issued by Global Fund Board,
the Code of Conduct for CCM (CoC) was developed using a consultative
process and approved by the Board in 2018. The CoC will bring CCMs in line
with other members of Global Fund ecosystem (Board/TRP/TERG; Staff;
Implementers and Suppliers). It applies to individual CCM Members and CCM
Secretariat Staff.
The underlying assumption of the Ethics Office is that CCMs are a vital
component of achieving the Global Fund`s mission to end the epidemics.
While the CoC addresses necessary compliance components (adoption,
dissemination, framework updating and training), the objective is to create a
mindset shift that leads to more effective strategic governance behaviors. To
achieve this paradigm shift and encourage lasting behavior change, along with
other activities, the eLearning modules will draw on the latest adult learning
theories and best practices for virtual learning.
Using interactive eLearning scenario-based illustrative modules, we would like
to take the learner on a journey to enhance their knowledge and
understanding of how to apply the core components of the CoC to their roles
and responsibilities relating to the CCM. With each scenario and interaction,
we aim to help CCM members, the Secretariat and other stakeholders evolve
the thinking, values and behaviors underpinning group performance to drive
collective strategic decision-making.
Scope/
Objective
The eLearning developer will support the production and development of the
online Code of Conduct training modules for CCM members. The training
consists of approximately five modules, each module estimated to be
approximately 15-30 minutes. At the conclusion of the engagement, 3 sets of
modules will need to be delivered (English, French and Spanish).
The complete storyboard for each module, and guidelines for visual layout and
branding to align with GF requirements will be provided. We are looking for
someone who transform these requirements into interactive modules.

Tasks ? Use Articulate Storyline to produce 5 modules, tasks include:
o Visual layout and graphics
o Animated scenarios (using Storyline characters)
o Interactive slides (quiz questions, drag & drop, etc.)
? Complete 2 rounds of revisions for each module, based on stakeholder
feedback.
Deliverables A. English eLearn modules: Five completed Articulate Storyline modules,
source files and published versions.
B. French eLearn modules: Five completed Articulate Storyline modules,
source files and published versions.
C. Spanish eLearn modules: Five completed Articulate Storyline modules,
source files and published versions.
