PURPOSE OF ASSIGNMENT:

To contribute to the successful emergency and recovery response in Hela Province, Tari.

PURPOSE:

The Education in Emergencies Coordinator/Consultant is responsible for an effective and comprehensive implementation of school-led education interventions as required in response to the Highlands earthquake, in a complex environment that is also conflict affected. The Education in Emergencies Coordinator will lead this initiative by working closely with the education stakeholders (children, teachers, families, communities, Provincial Department of Education, INGOs, CSOs, schools and other United Nations (UN) agencies) to provide an effective, timely and strategic collective response, with strong monitoring, reporting and financial/budget management the current situation in schools and monitor ongoing implementation.

The Education in Emergencies Co-ordinator will work impartially in the selected schools in the Hela Province, ensuring that project commitments and targets are met in the identified schools administered by the Catholic Diocese of Mendi (CDM) and the Evangelical Church Papua New Guinea (ECPNG) which may include other church and government run schools as described in those two organisations’ partnership agreements with UNICEF PNG. The Coordinator will be responsible for supporting and assisting the 2 implementing partners on the ground, and support their staff to ensure the implementation of the project.

The co-ordinator will also help the partners and the Provincial Department of Education to set-up a school coordinators network at the school level and collaborate closely with a dedicated information management staff to monitor and report on the education in emergencies programme implementation collection of data and reporting on indicators on a weekly basis.

Main Duties/Responsibilities:

· TASK & DELIVERABLES;

-Daily coordination of the education in emergencies response including overseeing the implementing partners’ on the distribution and use of emergency supplies in schools, psychosocial support to children and WASH activities in Southern Highlands Province and monitor implementation and results on a weekly basis. Monthly progress report to be submitted by the consultant.

- Set up a school coordinator network in coordination with the PDOE, at the school level to strengthen education in emergencies implementation and the flow of information from and to targeted schools. Quarterly progress report.

- Provide input to reports by ensuring collection of data from schools, collating and managing information with the information management staff, updating reporting indicators and sharing this information on a weekly basis, incorporated or attached to a weekly activity and situation report.

- Develop and keep track of a database of teachers trained with the support of the information management staff and follow up with teachers on applying the newly gained knowledge from these trainings in the classroom. An updated database of trained teachers.

-Â Oversee and support Catholic Diocese Mendi and ECPNG on the utilization of UNICEF funding and implementation of programme cooperation agreement deliverables including their timely payments to vendors. Communicate weekly (through a progress/summary report ) with UNICEF in Port Moresby on financial utilisation, including alerting on any possible expenditure or accounting delays or irregularities.

- Assist partners in the liquidation and reporting of funding disbursed by UNICEF in line with SSFA and PCA agreements.

- Collect at least one Human Interest Story a month, take pictures and share with Port Moresby office, stories and photos on at least a monthly basis. One story monthly ( 6 stories).

· Coordinate at least two meetings to review and update education key actors on programme implementation and results. October and January

- Participate in UNICEF and UN coordination meetings that are convened by UNICEF team leader and UN OCHA team leader.

The consultant is expected to be vigilant for any ethical transgressions by partners or other stakeholders, especially when these affect children in any way and report immediately within UNICEF and to local authorities.

CHILD SAFEGUARDING:

The consultant will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more) because he/she will be working in schools and will monitor programmes ranging from Early Childhood enrolment to elementary and primary grades at Safe Temporary Learning Site (STLS). As such the consultant’s references will be carefully checked for history of ethical behaviour and if hired the consultant must observe the UNICEF Code of Conduct Âwhich includes minimum standards of behaviour and professional boundaries with affected populations and other stakeholders

The Education in Emergencies Coordination consultant is expected to focus on the following:

· UNICEF funded Education in Emergencies programme in Hela Province, including a key role related to leading the monthly review and implementation planning, resolution of bottlenecks to achieve the project’s targets.

· Closely collaborates with other key members of the Education sector including school officials, National, Provincial, District and Local Level Governments (LLGs), Faith based organisations that are running schools, and all other sister UN agencies.

· Secures and maintains commitments from provincial and district government actors, school boards of management, parents and communities in supporting the emergency response and early recovery phase.

· Shares information amongst stakeholders on the progress or delays of the education in emergencies interventions in order to improve planning, integration and implementation.

· Maintains clear and effective communication with the POM office including being flexible and pro-active on solving communication gaps due to loss of connectivity

· Contributes - when requested - to monthly UNICEF situation reports, donor reports, OCHA and PDoE co-ordination meetings in the field as and when required.

Capacity Building:

· Keeping in mind capacity gaps of any implementing partner, particularly in financial disbursement and accounting and reporting, work closely with them to fulfil their responsibilities while simultaneously increasing their capacity

· Where appropriate, ensure that capacity building and mentoring of school teachers occurs to ensure sustainability and quality of the education in emergencies response and recovery interventions.

· Identify learning and training opportunities for Education sector members and build their capacity on disaster preparedness and response in LLGs and schools accordingly.

General:

· Comply with UNICEF policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

· Display neutrality and act as the advocate for fulfilment of children's right to education, for all education sector partners and actors.

WORKING CONDITIONS: This consultancy is based with UNICEFs emergency hub office in Tari with travel to Port Moresby on a quarterly basis.

Essential

· Prior experience of working within a coordination role or within a similar complex programme in an emergency response or conflict/ fragile state.

· Previous experience in the education sector is essential.

· Bachelor level in Education (or a related field) or equivalent field experience is an asset.

· Excellent communication skills, including ability to facilitate diverse groups.

· Politically and culturally sensitive with qualities of patience, tact and diplomacy.

· A high level of written and spoken English and Tok Pisin is encouraged.

· Demonstrable ability to work and represent views across different stakeholders taking part in the Education programme implementation.

· The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Desirable

· Strong information management skills

· Strong communication skills and experience in teaching/ training

· Fluent written and spoken English

Experience or knowledge of working and living in relevant regions/contexts
