I. INTRODUCTION

A. ORGANIZATION BACKGROUND

The Lebanon Reforestation Initiative (LRI) is a Lebanese NGO registered at the Ministry of Interior and Municipalities under no. 1186 on 18 June 2014 and had started as a project launched in 2010 by the United States Forest Service (USFS) Office of International Programs (IP) through the support and funding of the United States Agency for International Development (USAID).

One of LRI-s currently implemented project is the “Livelihoods in Forestry” project funded by USAID. The project aims at improving sustainable forestry activities through the establishment of models for economic forestry and forest-related rural tourism. One of the project components is focused on piloting agroforestry for sustainable land management with private landowners.

II. PURPOSE

Under the context of the Livelihood in Forests (LiF) funded by USAID, LRI seeks to pilot Agroforestry (AF) for sustainable land management on private lands, in the purpose of filling the gaps and linking the forests in the 3 environmental corridors of North, Rachaya and Shouf. In a context where increased unplanned urban sprawl and land use conversions into arable lands at the expense of natural landscapes, major deforestation and land degradation impacts occur across the country, notably in the privately-owned patches of lands.

With the purpose of overcoming this challenge, piloting AF practices on private lands in Lebanon, disseminating the science among communities and farmers, and raising the awareness needed on AF practices, LRI is seeking to collaborate with an Economic and Marketing Expert to undertake the below tasks in the collaboration with an AF committee of experts, across the project lifespan:

- Provide agricultural perspective in developing the AF systems for the pilot AF sites;

- Conduct financial scenarios to compare the productivity between conventional farming and AF systems;

- Support in developing a study on native forest species and their combination with agricultural crops;

- Conduct marketing training sessions to build the capacity of farmers in marketing the AF products;

- Develop a marketing system to enhance the marketing of products produced under AF practices.

A. SCOPE OF WORK

The Economic and Marketing Agriculture Expert will take role in an AF committee of experts, providing his knowledge in the agricultural production sector. The expert will assist the project by transmitting his agricultural knowledge in the development of the AF systems for the pilot sites. The expert will as well conduct production and financial studies for the AF pilot sites (yields, products, revenues) in comparison to monocultures and conventional agricultural sites. Throughout the project, the agriculture expert will support in developing a study on native forest species and their combination with agricultural crops, the beneficial symbiosis for better productivity, diversified income, less irrigation and pesticides. Lately, the expert will support the project with a marketing strategy to enhance the market of AF products, empower and encourage AF farmers.

B. DELIVERABLES

1. 2 days marketing training reports;

2. Financial comparative study comparing AF sites to conventional agricultural sites;

3. Native species study document -agricultural crops and trees combination;

4. AF marketing strategy.

III. CONTRACT MECHANISM & TERMS OF PAYMENT

LRI anticipates issuing a service agreement to the Service provider.

IV. PROPOSAL PREPARATION AND SUBMISSION REQUIREMENTS

A. INSTRUCTIONS FOR PROPOSAL PREPARATION

The selection committee will evaluate the Offerors based upon their written technical and cost proposals.

Each section will be evaluated according to the criteria for evaluations in Section V. Offerors are expected to examine the specifications and all instructions in the RFP. Failure to do so is at the Offeror-s risk. Interested Offerors must provide the following:
