Tenders are invited for Drilling of Boreholes

Eligibility Requirements:
Prospective Bidders shall be required to submit the following pre-qualification documents:
(i) Evidence of registration with Corporate Affairs Commission (CAC) including Form CAC1-1 or CAC2 and CAC7;
(ii) Evidence of Company Income Tax Clearance Certificate for the last Three (3) years valid till 31st December, 2020;
(iii) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020;
(iv) Evidence of Current Pension Compliance Certificate valid till 31st December, 2020;
(v) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020;
(vi) Evidence of Registration on the Bureau of Public Procurement-s (BPP) National Database of Federal Contractors, consultants and service providers by inclusion of Interim Registration Report expiring on 31/12/2020 or valid certificate issued by BPP;
(vii) A Sworn Affidavit:
• Disclosing whether or not any officer of the relevant committees of Anambra State Universal Basic Education Board or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented m its bid are true and correct in all particulars;
• That the company is not in receivership, insolvent or bankrupt;
• That none of the Directors of the Company has been convicted in any court for any criminal offence including fraud and financial impropriety;
(viii) Evidence of Financial capability to execute the project by submission of Reference letter from a reputable Commercial Bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed;
(ix) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards and Completion Certificate, backed with photographs of the projects.
(x) Company-s Profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/ Professional qualification (in case of construction: COREN, QSRBN, ARCON, CORBON etc.).
(x) All documents for submission must be transmitted with a covering/forwarding letter under the company-s letter-headed paper, bearing among others, the Registration Number (RC) as issued by CAC, Contact Address, Telephone Number (preferably GSM No) and E-mail address. The letter headed paper must bear the names of Nationalities of the Directors of the company at the bottom of the page duly signed by the authorized officer of the company.

Tender payment of non-refundable tender fees of Ten Thousand Naira (N10, 000.00) Bank Draft per LOT in favour of Anambra State Universal Basic Education Board, Awka.

Submission of Tender Documents:
Prospective bidder are to submit bid for each of the Lot desired in hard copies of the Technical Bid and Financial Bid should be neatly packaged separately in sealed envelopes and clearly marked as ‘Technical Bid- or ‘Financial Bid-. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Executive Chairman, Anambra State Universal Basic Education Board, Awka and clearly marked at the top left corner with the project name and lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the Tender Box located in the office of the Director Procurement & PRS Department not later than 12 00 noon on Monday, 28 September, 2020.

Opening Op Technical Bids:
Only the Technical bids shall be opened immediately after the deadline for submission at 12:00 noon on Monday, 28 September, 2020 at the Utility Hall of ASUBEB within the ASUBEB compound, along State House of Assembly Road, Awka while the Financial Bids will be kept un-opened. Please ensure that you sign the Bid Submission Register, as the Board will not be held liable for misplaced or wrongly submitted bids. General Information:
(a) Bids must be in English Language and signed by an official authorised by the bidder;
(b) Bids submitted after the deadline for submission would be returned un-opened.
(c) Bidders should not bid for more than two (2) Lots.
(d) Bidders are excused from the bid opening, which will be attended by officials of private sector professional organisation and CSOs in the areas of anti-corruption/transparency. The event will be fully captured on video and can be provided to bidders on request;
(e) Standard Bidding Documents can also be collected in Soft copies and Bidders can submit through Post (Courier Services);
(f) All costs will be borne by the bidders as the Board will not be held responsible for any cost or expenses incurred by any interested party(ies) in connection with any response to this invitation;
(g) Non-compliance with the conditions stated therein will lead to automatic disqualification of the bidder from the bidding process;
(h) Only pre-qualified bidders will be contacted at a later date for financial bid opening while financial bids of un-successful bidders will be returned on-opened;
(i) Bidders with records of abandonment, poor project execution, termination and or prolonged project execution need not apply.
(j) The Board is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the public Procurement Act of 2007.
