Tenders are invited for DQA Consultant: USAID/Liberia Strategic Analysis Activity, Liberia.

Project Objective:

SI is implementing a five-year USAID-funded Liberia Strategic Analysis Activity with the goal to provide an innovative degree of analytical and advisory services to USAID/Liberia-s Office of Program and Project Development (PPD) and Development Objective (DO) teams in support of the Mission-s project design, performance monitoring and evaluation, and operational learning and adapting.

The purpose of this consultancy is to provide information necessary for LSA to produce accurate and descriptive report for the Mission during the PPR process in November 2018. Ensuring that the indicators meet the reporting requirements (DQA) is an important component of supporting USAID/Liberia to have robust, credible, high quality, and timely information about its Activities and the Liberian development context.

The estimated start date will be July - October 2018. The estimated LOE will be105 days.

Position Description:

SI is seeking a DQA Consultant who will provide methodological support related to the performance monitoring team. Under the guidance of the Senior Monitoring Advisor, the Consultant will be working alongside and in coordination with sector M&E Specialist.

Responsibilities:

? Conduct desk review for relevant indicators.

? Plan and coordinate DQA implementation with Implementing Partners and USAID.

? Conduct Field exercise covering Activity implementation locations (about six counties).

? Cover the entire process of implementing the DQA SOP ranging from planning to implementation and reporting.

Deliverables
? Produce DQA report for indicators assessed in a Word document.
? Produce PowerPoint Presentations for USAID and IPs related to each DQA.
? Produce a summary report at the end you the consultancy.

Qualifications:

? A university degree in a discipline related to research, social sciences, or similar field.

? Must have at least five years of experience in qualitative and quantitative data collection methods.

? M&E background, knowledge of USAID performance monitoring requirement.

? Strong background in health and economic growth is required.

? Experience in conducting data quality assessments and reporting and good client relations.
? Demonstrated logistics and planning skills.
? Strong English speaking and writing skills are essential.
