Title : DPR CalPEST System Integrator Solicitation #21-IC0003

Description : The California Department of Technology (CDT), on behalf of the Department of Pesticide Regulation (DPR), is issuing this Solicitation to seek a System Integrator to design, develop, implement, and support the California Pesticide Electronic Submission Tracking (CalPEST) system.The CDT is conducting a Challenge Based Procurement (CBP), on behalf of DPR. The CBP is a competitive procurement process under Public Contract Code (PCC) Section 6611 that provides for a competitive procurement, includes the creation and evaluation of a Proof of Concept (POC), and provides for negotiations to ensure the State is receiving the best value solution and the business needs are met. This Solicitation follows a phased approach that includes multiple submissions and evaluations to determine the most qualified Bidder to implement the Solution.The Solution will replace and integrate all current and supporting systems, including converting and transforming all required data from the current systems into the solution. The Solution will eliminate the current stand-alone, disparate systems and numerous manual processes. The Solution does not require conversion of existing supporting paper documentation into the solution.
