Tenders are invited for Discipline Engineering Services (Engineering Design Reviews).

To be eligible for the tender exercise, interested contractors are required to be prequalified in the appropriate Product/Service categories in the Nipex Joint Qualification System (NJQS) as detailed below
To qualify for the Facility Maintenance and Operations Support package, vendors are required to be pre-qualified in all of the following product/service categories:
• 3.01.03 - Mechanical/Process/Utilities/Piping/Services. Modification, Engineering, Layout Studies and HVAC
• 3.01.04 - Electro / Control Instrumentation Services: Analyzer surveys, Control engineering, Control loop surveys, Electrical engineering, Instrument, engineering
• 4.06.02 - Management and Operations, including Production Supervision of oil Facilities, Engineering, Modification and Maintenance Services for Site/Platform
To qualify for the Engineering Services package, vendors are required to be pre-qualified in all of the following product/service categories:
• 3.01.01 - Project Administration Services: Contracting, Engineering, Multi-discipline, Construction Management and Supervision Services.
• 4.06.02 - Management and Operations, including Production Supervision of oil Facilities, Engineering, Modification and Maintenance Services for Site/Platform
To qualify for the Project & Quality Management Services package, vendors are required to be pre-qualified in all of the following product/service categories:
• 3.01.01 - Project Administration Services Contracting, Engineering, Multi-discipline, Construction Management and Supervision Services
• 3.02.01 - Quality Assurance QA/QC Consultancy Appraisal, Audit, Client representatives, Facilitation, Management systems, Site visits
• 3.13.01 - Quality Management Systems Certification Accredited body, ISO 9001 Series
Only successfully pre-qualified suppliers in the categories detailed above will receive Invitation to Technical Tender (ITT).

4. NIGERIAN CONTENT REQUIREMENTS
• Vendors are to demonstrate strict compliance with the provisions of Nigerian Oil & Gas Industry Content Development Act and provide the following requirements:
(1) Category A: Facility Maintenance and Operations Support Services NC requirement;
• Provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and DPR certificate.
• In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
• NCDMB approved Nigerian Content Execution Plan for authorization of the NC commitments in the scope of work or scope of supply of all call-off, work orders and purchase orders as being executed in compliance with the NOGICD Act, 2010 by the contractor or 3rd party.
• Tenderer shall domicile 80% of Project management man-hours in-country not limited to Interface management. Project control, planning, HSSE etc.
• All line pipes shall be procured as bare pipes and bided only by the following NCDMB-approved Exclusive Project Acceptable Vendors list, comprising SCC Nigeria, Yulong Nigeria and Brentex or updated shortlist as may be revised by the Board and communicated to SNEPCo
• All line pipe coatings (thermal + anti-corrosion) shall be performed in Nigeria from functional line pipe coating yards
• All line pipe appurtenances including but not limited to valves, pipe fittings, flanges, including bolts and nuts, shall be procured through vendors with in-country functional manufacturing and assembly facilities having valid Category A NCEC for the product category.
• All procurement of items not limited LV and HV cables, paints and protective coating, sacrificial anodes, blasting abrasive grit, etc. shall be procured through vendors with in-country functional manufacturing and assembly facilities having valid NCEC for the product category
• All OEM and vendor related equipment shall be procured through Nigerian vendors with valid Category A NCEC issued by NCDMB and a valid DPR permit for the product / service category.
• Utilization of only Nigerian companies for 3rd party services not limited to, QA/QC inspection & testing, E&l, NDT/NDE, mechanical laboratory test, freight forwarding, pre-commissioning, weighing & CoG, loadput & transportation, line pie coating, static & dynamic commissioning, welding of CRA pipeline, intelligent pipeline pigging, Medivac, catering & housekeeping, helicopter/aviation services, system completion first fills & consumables, etc.
(2) Category B: Engineering Services NC requirement:
• Only Nigerian companies having the Valid registration of COREN shall participate in this work scope
• Provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and DPR certificate.
• In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).
• NCDMB approved Nigerian Content Execution plan for authorization of the NC commitment in the scope of work or scope of supply of all call-off, work orders and purchase orders as being executed in compliance with the NOGICD Act, 2010 by the Contractor or 3rd party.
• Tenderer shall domicile 80% of project management man-hours in-country not limited to Interface management, Project control, planning, HSSE etc.
• All Engineering activities - Conceptual studies, FEED, Detailed engineering etc. shall be executed in a COREN registered company having valid practicing license and ensure 100% NC man hours in country
(3) Category C: Project Management & Quality Management Services NC requirement
• Provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and DPR certificate.
• In line with the NCD Human Capacity Development Initiative, Bidder shall commit to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training Institutions .
• NCDMB approved Nigerian Content Execution plan for authorization of the NC commitments in the scope of work or scope of supply of all call-off, work orders and purchase orders as being executed in compliance with the NOGICD Act, 2010 by the contractor or 3rd party.

Additional Information:
• All costs incurred in preparing and processing NJQS prequalification shall be fully borne by interested contractors.
• This advertisement shall neither be construed as any form of commitment on the part of SNEPCO to award any contract to any company and or associated companies, sub-contractors or agents, nor shall it entitle pre-qualified companies to make any claim whatsoever, and/or seek indemnity from SNEPCO and or any of its partners by virtue of such companies having been pre-qualified in NJQS
• Only pre-qualified Contractors shall be contacted and SNEPCO will communicate only with authorized officers of the pre-qualifying companies and NOT through individuals or Agents
• Successful contractors shall be subjected to a Shell facilitated integrity Due Diligence screening.
