Tetra Tech International Development Services (https://careers.tetratechintdev.com), headquartered in Arlington, VA is a holder of the Famine Early Warning Systems (FEWS NET) 7 IDIQ contract. Tetra Tech is now accepting expressions of interest from qualified candidates to join the Washington DC-based FEWS NET Pillar One - Emergency Food Security Analysis Team, to facilitate rapid start-up should USAID award this Task Order to Tetra Tech.

FEWS NET is a leading provider of food insecurity monitoring and early warning services that enable the US Government and its partners, including governments and national, regional, and international government and non-governmental organizations, to prepare for and respond to food security crises anywhere in the world. FEWS NET is headquartered in Washington DC and has 26 country and regional offices in Africa, Asia, and Latin America. The objectives of activities implemented under Pillar One are to: (1) build the evidence base for food security analysis; (2) carry out emergency food security analysis and decision-support; and (3) strengthen networks and local systems to improve their capacity to contribute to and utilize FEWS NET analyses and reporting.

This Director of Administration and Finance is a Washington DC based position responsible for the management and supervision of FEWS NET-s administrative and finance staff.

Responsibilities:

* Oversee, with the COP and the FEWS NET Program Director, all financial and administrative aspects of the FEWS NET task order contract, including financial management systems and reporting to USAID;

* Supervise, manage, and conduct annual performance reviews and evaluations of the HQ operations team, including multiple operations managers, deputy operations managers, project accountants and office administrators;

* Assists DCOP-FP to arrange technical and administrative support for short-term consultants and contractors, including orientation on ASC functions and support;

* Supervise all aspects of property management, liaising and coordinating with USAID as needed;

* Manages and directs recruitment in consultation with the COP;

* Serve as primary point of contact to Tetra Tech-s Internal Compliance Committee and proactively schedule internal audits to mitigate waste, fraud, and abuse;

* Together with the COP, develop overall administrative and management policies and prepare ASC procedural guidelines for staff and consultants that are consistent with USAID, ARD/Burlington, and local policies and regulations;

* Develop the administrative guidance and policies manual for staff, technical assistance team members, and short-term consultants;

* Develops and implements new and revised operating policies and procedures as the need arises;

* Ensures compliance of ASC operations with USAID, GOJ, and Tetra Tech administrative policies and guidelines;

* Oversees and reconciles all financial reporting to ensure compliance with Tetra Tech, USAID, and local government formats, requirements, and scheduling;

* Supervises the management of local and foreign currency accounts;

* Projects, monitors and replenishes cash flow;

* Prepares fiscal monitoring controls on petty cash, bank accounts and procurement integrity;

* Assures cost efficiencies and quality control;

* Coordinates local and international travel, liaison with BTV travel office as necessary;

* Report to the FEWS NET Program Director.

Essential Qualifications and Competencies:

* Bachelor-s degree in finance, accounting, business administration, project management, or related field required; Master-s degree preferred;

* Fluency in English required; French or Spanish language skills preferred;

* At least five years- experience in administration and financial management positions with international organizations providing contractual technical assistance services;

* A minimum of two years- working experience in a senior supervisory role;

* Experience creating and effectively managing budget(s) (~$20 million annually) of multi-country USAID program(s), engaging in all aspects of accounting, payroll, procurement and logistical support services;

* Extensive knowledge of personnel administration principles, salary and wage administration;

* In-depth knowledge of USG Cost Accounting Standards;

* Progressively responsible experience supervising project operations, including human resources, procurement, subcontracts or sub-awards, auditing, and accounting/ finance;

* Excellent organizational, analytical, supervisory, and English-language communication (oral and written) skills; and ability to work well on a team;

* Experience in awarding and managing grants to local organizations;

* Proficient in the use of Microsoft Office, QuickBooks, and Oracle.

* U.S. citizenship or a valid U.S. work permit is an absolute requirement.
