Single Stage Open Competitive Selection - Request for Proposals

Project Description:

The European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) is implementing the Value Chains Competitiveness Programme (the “VCCP” or the “Project”), which aims at enhancing competitiveness of small and medium enterprises (“SMEs”) in Egypt, Jordan, Morocco and Tunisia. The Programme is financed by the European Union-s Neighborhood Investment Facility (the “NIF” or the “Facility”) and allocates support to 1) investment grants and advisory/technical assistance (‘TA-) to eligible SMEs; and 2) diagnostic studies of identified value chains.

The diagnostic studies aim at identifying priority subsectors and ways to support SME competitiveness and value chain development. The studies will provide further insight into investments and technical assistance needs to support competitiveness improvements, and to eventually improve access to finance along the value chain.

Assignment Description:

In the context of the Project the EBRD wishes to engage a consultant (the “Consultant”), in order to carry out a Diagnostic Study on Enhancing Value-Added Production and Export in Egypt-s Engineering Sector (the “Assignment”).

The expected outcome of the Assignment is to enhance the competitiveness and export prospects of SMEs in selected priority value chains/subsectors in Egypt-s manufacturing sector, while improving trade opportunities between Egypt and other high value markets such as the EU. This will be achieved through diagnostic analysis aimed at identifying challenges and opportunities for increasing value-added production and exports in Egypt-s engineering sector.

Amongst other tasks, the Consultant is expected to:

· Undertake analysis, focusing on sector competitiveness and value chain analysis, and diagnostics of regulatory impediments in Egypt-s engineering sector, and develop recommendations.

· Formulate strategic export development objectives for the Engineering Sector in Egypt at large, broken down into specific export targets for the subsectors identified as priority by the study, with action plans for the achievement of those targets.

· Present, discuss and validate findings and action plans/recommendations with relevant sector stakeholders in Egypt at a public-private workshop and technical meetings.

· Facilitate knowledge-exchange and business-matching for Egyptian engineering sector stakeholders with relevant industry counterparts from other countries.

The Consultant is expected to work closely with the Engineering Export Council of Egypt (the “EEC”), a Public-Private Partnership (PPP) established by decree by the Ministry of Trade and Industry of Egypt (the “Ministry”) and it acts as the Ministry-s advisory body. The EEC has 350 members (many of which SMEs) that export to the EU (Germany, France, Hungary, the UK, etc.), Persian Gulf countries (Saudi Arabia, Kuwait, Qatar) as well as Iraq, Algeria, etc. A number of EEC members (SMEs) supply to big multinationals (off-takers/export-oriented buyers/aggregators). The EEC has expressed their willingness to collaborate with the EBRD on a diagnostic study on export development in priority value chains in Egypt-s engineering sector.

Consultant Selection Procedure: Single stage open competitive selection. Interested firms or groups of firms are invited to submit a Technical and Financial Proposal.

Assignment Start Date and Duration: The Assignment is expected to start in June 2019 and has an estimated overall duration of 6 months.

Cost Estimate for the Assignment: EUR 75, 000.00 (exclusive of VAT).

The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Subject to availability of funding, the performance of the selected Consultant and the business needs, the Assignment may be extended beyond the current scope.

Funding Source: It is anticipated that the contract will be financed by the European Union-s Neighbourhood Investment Facility under the VCCP. Please note that selection and contracting are subject to the availability of funding.

Eligibility: There are no eligibility restrictions based on the Consultant's nationality.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms preferably with previous project experience related to:

(i) Conducting in-depth sector analysis, identifying key trends, impediments and potentials along the sector-s value chain

(ii) Developing practical sector strategies and/or roadmaps related to enhancing value-added production and export in different countries.

(iii) Developing and supporting implementation of specific action plans with practical recommendations for the private sector on how to improve production and export performance.

(iv) Leading macro and micro level analysis and benchmarking of companies and countries on Key Performance Indicators (KPIs) and developing practical reports and presentations.

(v) Sectoral expertise in engineering, including in value chains/sub-sectors such as automotive components, cables, home appliances, electrical and electronics, and others.

(vi) Working with private sector companies, industry/sector associations and export councils, government representatives, international financial institutions and/or other development organisations.

(vii) International experience, including in the Middle East and North Africa region, Persian Gulf Countries, and the EU.

(viii) Organising public-private workshops, developing workshop materials and facilitating technical discussions between various stakeholders.

The Consultant's expert team is expected to include the following key experts (the 'Key Experts'):

1. International Economist - Key Expert 1 (Team Leader) - with an Advanced degree in a relevant field such as Economics, International Development; preferably a published international economist of high caliber, with a recognized reputation; andpreferably 10-15 years of international experience in:

(i) The development of industrial and export promotion strategies and policies based on macro and micro level analysis and benchmarking;

(ii) Project managing the research process, directing and consolidating the work of a number of experts to produce high-quality reports with sector strategies and action plans with recommendations for the industry in a timely manner;

(iii) The Middle East and North Africa region, Persian Gulf Countries, and/or the EU; and

(iv) Fluent spoken and written English is essential. Additional languages such as Arabic are an advantage.

2. International Sector Expert(s) - Key Expert 2 - with expertise in the following manufacturing sub-sectors/value chains in a number of different countries: automotive components, cables, home appliances, electrical and electronics, and others; and preferably 10-15 years of international experience in:

(i) Working with private sector companies (including exporters) on developing concrete action plans for the sector based on analysis of operations and industry needs, international benchmarks and specific KPIs (e.g. export targets) in different countries;

(ii) Leading primary research and analysis, directing focus groups and facilitating workshop discussions on technical topics. Experience in the Middle East and North Africa region, Persian Gulf Countries, and/or the EU would be highly beneficial;

(iii) Working at a private sector company in the manufacturing industry would be beneficial; and

(iv) Fluent spoken and written English is essential. Additional languages such as Arabic are an advantage.

3. Local Sector Expert in Egypt - Key Expert 3 - with preferably 5-10 years of experience in:

(i) Egypt-s engineering sector, specifically on priority sub-sectors/value chains such as automotive components, cables, home appliances, electrical and electronics, and others;

(ii) Local primary and secondary data in the engineering sector to support the development of macro and micro analysis, benchmarking and KPIs;

(iii) Liaising with public-private sector stakeholders in Egypt (e.g. private sector companies, sector associations and export councils, government representatives, etc.);

(iv) Working at a private sector company in the engineering industry would be beneficial; and

(v) Fluent spoken and written English and Arabic are essential.

4. Local Project Manager in Egypt - Key Expert 4- with preferably 5-7 years of experience in :

(vi) Liaising with public-private sector stakeholders in Egypt and internationally and project management on consulting projects;

(vii) Organizing public-private workshops, developing workshop materials and facilitating technical discussions between various stakeholders, working on both content development and logistical arrangements for workshops; and

(viii) Fluent spoken and written English and Arabic
