Background and Meaning

Niger's health information system is characterized by fragmentation into subsystems, with the resultant inefficiency and work overload. OBJECTIVES AND EXPECTED RESULTS

· Main objective

Support the Department of Statistics (DS) of the Ministry of Public Health to develop a budgeted operational road map for DHIS-2 Niger for 2018-2021.

· Specific objectives

The mission that will begin with a situational analysis aims at the following specific objectives:

· evaluate activities previously implemented and in progress;

· evaluate the costs of the activities carried out and their sources of funding;

· identify strengths, weaknesses and opportunities;

· identify needs already approved by sources of funding as well as programmatic and financial gaps;

· identify potential technical and financial partners;

· assist the DS / MSP in the development of the resource mobilization strategy;

· develop a 2018 - 2021 budgeted operational roadmap.

· Expected results

At the end of the mission, the consultant will have to submit to the Statistics Department of the MSP the operational and budgetary plan including the following details:

· the status of activities initiated since 2013;

· the costs of the activities carried out by sources of financing;

· strengths, weaknesses and opportunities;

· the needs approved by sources of financing and the costs to be mobilized;

· a budgeted operational roadmap 2018 - 2021;

· a detailed list of specific activities to be performed by level by 2021 with detailed assumptions, unit costs and periodic targets

DELIVRABLES

At the end of the mission the consultant should submit to the Ministry of Public Health (Statistics Directorate) a mission report drafted in French and a budgeted operational roadmap of the DHIS-2 Niger for the period 2018 - 2021.

The mission will be spread over a period of one month

PROFILE OF CONSULTANT

The Consultant must be senior with the following qualifications:

· Master's degree or higher in: Health Systems and Database Management, Computer Science and Programming, Bio-statistics, Public Health, Epidemiology or Health Economics;

· at least five (5) years of experience in the management of the health information system (HIS) at the national, regional or international level;

· have proven experience of at least 5 years in administering the DHIS2 platform in the preferred health system in Africa;

· have field experience in the area of ??assessment and management of the DHIS2 platform;

· proven experience in developing strategic documents / operational plans and resource mobilization;

· have skills in teaching and team building;

· demonstrate excellent initiative and creativity;

· have a good command of the French language;

· have good analytical and writing skills;

· be methodical and rigorous;

· have the ability to work under pressure.
