Dfe solar framework
project description - the department for education (dfe) direct sourcing programme is a 4 year programme with approximately 40 packages of work planned. An overarching pin was placed in april 2019. It aims to deliver capital expenditure savings for the priority school building programme (psbp) and free schools capital. However, in addition it will also deliver savings for all schools who will also be able to access the frameworks. This package under said programme of work is solar pv, where a pin was published on the 15th october 2019. Our commercial vision is to "drive reductions in capital expenditure by leveraging bulk buying gains, establishing long term mutually beneficial relationships and a greater visibility of true cost." the two key commercial principles driving our approach are: 1. Standardisation - we will optimise the number of component parts whilst increasing quality and vfm - focusing on whole life-cycle costs. 2. Direct sourcing - we will create frameworks available to our contractors and responsible bodies. The dfe is procuring a solar pv package for the supply, installation and maintenance of solar panels and related additional services. There are 3 separate lots; a turnkey solution, a funding option and a 3rd lot to cover additional services. This is a 4 year framework agreement and will be available to all educational establishments from primary through to further education, and special educational needs provision. We will be launching an ssq purely for the purpose of market engagement, and the procurement will be by open procedure, via an itt the dfe is particular keen to engage with sme, and is fully committed to the sme agenda, including the government`s commitment to work with organisations who generate social value and will strive to work closely with organisations who uphold the strong social values that are vital to the country`s wellbeing and economy. We would encourage bids from consortia with 1 lead supplier.
