Assignment Description

The main objective of this assignment is developing an integrated road safety strategy and an agreed-on action plan with clear results performance indicators. More specifically, the objective is to generate information on the road safety management capacity situation in STP to identify required measures to improving the existing institutional framework for the implementation and coordination of road safety activities. This objective is aimed to be achieved through the conduct of a diagnostic review of the existing arrangements for the management and coordination of road safety activities. The findings and recommendations from the intermediary step will be one of the key inputs to the development of a Road Safety Strategy and Action Plan for the country with an emphasis on improving safety of motorcycle users.

The assignment is required to be conducted by an individual road safety specialist with at least 15 years of experience of carrying out similar studies in low and middle-income countries. He/she should have relevant professional education and preferably post graduate qualifications and relevant fields. Proficiency in Portuguese and/or in English/French languages is required.

Sao Tome and Principe – Development of a Road Safety Strategy and Action Plan

Background

1. Road Safety remains a major issue in Sao tome e Principe (STP). The number of fatality was estimated to 60 or a rate of 31.1 persons per 100, 000 of population in 2013. This rate is still ten times the rates experienced in best performing EU countries where fatality per 100, 000 persons is as low as 3.7 in United Kingdom or 3.9 in Netherlands (WHO, “Global Status Report on Road Safety”, 2013). For instance, the number of accident along the Road National 1 have reached 250 causing 10 fatalities. There is also a significant increase in the number of motorcycle users in Sao Tome and this pauses an additional challenge to road safety. The Government of STP (GoSTP) seeks to reach the level of these benchmark countries by reducing this rate by half by 2020 to meet the Road Safety Sustainable Development Goal. Particularly, the government would like to take systematic actions coordinated around a strategy and action plan.

2. As part of a proposed Transport Development and Coastal Protection Project (TDCP), the GoSTP intends to support the development of a Road Safety Strategy and Action Plan (RSSAP) for STP. For this purpose, there is a need to conduct a road safety management capacity review to gain a good understanding of the existing institutional arrangements for managing road safety activities in STP. This should help identify priority activities for improvement and draft their respective terms of references to be implemented a part of the TDCP. To this end, it is proposed to undertake a quick diagnostic of the existing institutional arrangements for the management and coordination of road safety in STP.

Objective

3. The main objective of this assignment is developing an integrated road safety strategy and an agreed-on action plan with clear results performance indicators. Scope of Services

4. The activities to be carried out to meet the above objective are expected to include but not be limited to:

i. Review of the institutional and legal arrangements which currently exist in STP for dealing with road safety;
ii. Review the coordination and monitoring mechanisms for road safety activities particularly the explicit and implicit roles and responsibilities of relevant key agencies;
iii. Establish current resources (human and material) devoted to road safety activities in the key agencies, both in terms of numbers and relevant skills and/or condition;
iv. Review any existing mechanism to collect and analyze road safety data;
v. following sectors: Road Safety Planning, Information, Engineering, Road User Education, Enforcement, Coordination and Financial Resources;
vi. Review and comment on arrangements for financing road safety activities;
vii. Collection of the data on the current deployment of road safety assets (tow trucks, ambulances, control center, computers, etc.);
viii. From the results of the above, to identify the strengths and weaknesses of the current institutional, legal and resourcing arrangements; and
ix. Prepare a report describing the findings and make recommendations for practical improvements that should be reflected in the Strategy and Action Plan.
x. Specify the actions required to improve road safety in STP by developing a comprehensive, prioritized 5-year Road Safety Strategy and Action Plan in close cooperation with the STP road safety stakeholders.

Methodology

5. The proposed diagnostic of the existing institutional arrangements is expected to broadly follow the methodology set out in World Bank Transport Note TN-1 for undertaking the assessment of a country’s institutional capacity to manage road safety activities. The principle focus of the proposed assignment will be in identifying practical, affordable short-term actions (quick wins) that can be taken by the government to improve the existing institutional arrangements for addressing road safety issues. Thus the review in scope will focus on identifying (i) the key issues that need to be addressed; (ii) options for addressing them; and (iii) presenting these in a stakeholder workshop to obtain consensus around the conclusions of the study. The Consultant is expected to gather information through visiting Sao Tome. During the visit, the consultant will arrange a meeting of relevant stakeholders to obtain a sense of the road safety situation.

6. The proposed diagnostic is expected to be followed by a more detailed exercise to elaborate an overall road safety strategy and actions for improving the management and coordination of road safety activities in STP as part of the formulation of the National Road Safety Strategy and Action Plan to be prepared under the TDCP. To this end, the Consultant is expected to draft relevant targeted Terms of Reference to undertake priority activities of the Action Plan. An emphasis will be put to have a better understanding of the accidents related to motorcycle users and to identify a targeted strategy and an action plan to improve their safety.

Consultants’ Qualification and experience

7. The assignment is required to be conducted by an individual road safety specialist with at least 15 years of experience of carrying out similar studies in low and middle-income countries. He/she should have relevant professional education and preferably post graduate qualifications and relevant fields. Proficiency in Portuguese and/or in English/French languages is required.


Level of Effort by Consultant

8. Conduct of the assignment is expected to require 20 man-days, including (i) 1 day in home base before the assignment for background research and preparation; (ii) 14 days in STP to undertake necessary investigations and data collection, interviews of key stakeholders, including 3 days for the preparation and organization of the stakeholder workshop in STP; (iii) 5 days in home base, finalization of the final report.

Information to be provided by the Client.

9. The client for this assignment is the Central and West Africa Transport Unit of the World Bank. It is responsible for liaising with the STP Government and Project Implementation Unit (PIU) which in turn will facilitate meetings with road safety stakeholders, mainly the Directorate of Transport of STP. The PIU will also provide and arrange the logistics of the workshop with stakeholders and arranging for the translations and interpretations services.

Commencement and Duration

10. The assignment is expected to start in July 2019 and be completed no later than end of September 2019.

Deliverables

11. The findings and conclusions of the assignment are to be reported upon as follows:

i. Draft diagnostic report reflecting the findings of the road safety management capacity review and strategy/action plan to be presented and discussed at the stakeholders’ workshop;
ii. Final report reflecting as appropriate comments provided by the Client on the draft report and relevant ToRs for the priority activities.
