Single Stage Open Competitive Selection

Project Description:

The European Bank for Reconstruction and Development (the "EBRD" or the "Bank") is considering providing a loan facility consisting of a sovereign loan of up to EUR 60 million to the Government of Albania (“GoA”) to finance tourism-enabling infrastructure sub-projects in Berat, Korca, Fier and Shkoder (the “Designated Municipalities”) and general municipal and transport infrastructure sub-projects across the country - (the "Programme" or the “AITP”).

The Programme aims at tackling the issues hindering the tourism sector in Albania through investments both in infrastructure and tourist related businesses and helping the GoA achieve the objective of the National Strategy for Development and Investment to improve Albania-s competitiveness and economic growth through high quality and sustainable tourism.

The Bank-s facility will co-finance the AITP alongside an EU investment grant of EUR 40 million that will be made available through the Instruments for Pre-Accession Assistance (“IPA”) 2017/2018 Action Programme for Albania Competitiveness and Innovation.

Assignment Description:

The EBRD is therefore looking to engage a consultant to support the establishment of a Sector Skills Council (SSC) to guide the education policy in the tourism and hospitality sector within the IPA Action Programme.

The expected outcome of the Assignment is to establish a private-sector led policy engagement platform for Tourism and Hospitality - Sectors Skills Council in Albania.

The selected Consultant is expected to provide the following services:

1. Identifying the key stakeholders of the tourism sector in Albania.
2. Conducting a mobilisation and information campaign in order to raise awareness of the purpose and benefits of a Sectors Skills Council.
3. Providing capacity building to key decision making senior officials within the Ministry of Education and other relevant state bodies for the creation of a Sectors Skills Council, and to the Sectors Skills Council once it is established.
4. Create a public-private Steering Group which would select a Shadow Board to lead the development of the Sector Skills Council for Tourism and Hospitality (SSC) by identifying senior public and private sector representatives of the tourism and hospitality industry willing to take a leading role in the development and operation of the SSC.
5. Establishing partnerships with key external stakeholders such as government, NGOs, international organizations to ensure support to the SSC.
6. Supporting the development of a Labour Market Information assessment to identify market demands and priorities in the sector.
7. Providing detailed annual progress reports to EBRD.

Consultant Selection Procedure: Single stage open competitive selection. Interested firms or groups of firms are invited to submit a Technical and Financial Proposal.

Assignment Start Date and Duration: The Assignment is expected to start in Q1 2020 and has an estimated overall duration of 24 months.

Cost Estimate for the Assignment: EUR 150, 000 ( exclusive of VAT).

Funding Source: It is anticipated that the contract will be financed by EU Instrument for Pre-Accession funds. Selection and contracting are subject to the availability of funding.

Eligibility: There are no eligibility restrictions based on the consultant`s country of origin.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms preferably with previous project experience related to:

• Identifying key stakeholders of the tourism and hospitality industry in Albania that could contribute to the Sectors Skills Council;
• Education policy and the principles and operations of Sector Skill Councils, including vocational training and skills challenges and gender and economic inclusion, with relevant prior work experience at project and policy levels, gained for example through full-time employment in a relevant financial or governmental institution, consultancy/company, think tank or academia;
• The field of labour market analysis, labour market intelligence and skills forecasting;
• The tourism sector in Albania.
The Consultant`s expert team is expected to include the following key experts (the `Key Experts`):
Key Expert 1 - Sector Skills Expert - with an academic degree in development economics or other related social studies from a leading national or international university; or equivalent working experience and with preferably 10-15 years of experience in:
• The tourism sector in Albania,
• The field of skills development/education,
• Conducting mobilisation and information campaigns,
• Fluent spoken and written Albanian and English is essential.
Key Expert 2 - International Sector Skills Capacity development specialist - with an academic degree in development economics or other related social studies from a leading national or international university; or equivalent working experience and with preferably 10-15 years of experience in:
• Setting up Sector Skill Councils
• Engaging in capacity development of key decision making senior officials within the Ministry of Education and other relevant state bodies,
• Preparing study visits,
• Establishing partnerships with key stakeholders including government, employers, international organisations, NGOs, youth organisations and relevant donors,
• Providing capacity development to members of Sectors Skills Council,
• Fluent spoken and written English is essential. Fluent spoken and written Albanian is an advantage
Key Expert 3 - International Labour Market Information (“LMI”) specialist - with an academic degree in development economics or other related social studies from a leading national or international university; or equivalent working experience and with preferably 10-15 years of experience in:
• Conducing a labour market information assessment to identify market demands and priorities in the sector;
• Supporting the development of a system on skills forecasting and integrating them into the LMI;
• Fluent spoken and written English is essential. Fluent spoken and written Albanian is an advantage.

The Technical Proposal shall be submitted in English electronically via eSelection not later than the Closing Date, as one single PDF file. The technical proposal should not exceed 30 pages excluding the Declaration Form and CVs (Form 1- TP 1 and Form 1 - TP 6).

Selection Method and Evaluation Criteria:

Technical Proposal Evaluation Criteria
(a) Firm`s previous project experience in similar assignments (25%)
(b) Quality of the methodology proposed for the Assignment (25 %)
(c) CVs of the Key Experts (50 %).
The minimum technical score (St) required to pass is 70%.

Opening of Financial Proposals

After the technical evaluation is completed, only the submissions which score 70 or above of the total marks available for the technical criteria will be eligible to have their financial proposals opened.

Combined Technical and Financial Evaluation

The lowest evaluated Financial Proposal (Fm) is given the maximum financial score (Sf) of 100. The formula for determining the financial scores (Sf) of all other Proposals is calculated as follows:

Sf = 100 x Fm/ F, in which “Sf” is the financial score, “Fm” is the lowest evaluated Financial Proposal, and “F” the price of the Proposal under consideration.

Proposals are then ranked according to their combined technical (St) and financial (Sf) scores using the weights (T = 80; F = 20) T + F = 100 as follows: S = St x T% + Sf x F%.

Important Notes:
1. The proposal validity period is 120 days from the deadline date for the receipt of submissions. During this period, the Consultant shall maintain its original Proposal without any change, including the availability of the Experts, the proposed rates and the total price.
