Title : Development of an Online Grievances Redress Mechanism

Description : The Ministry of Works and Housing has received financing from the World Bank towards the cost of the Greater Accra Resilient and Integrated Development Project, and intends to apply part of the proceeds for consulting services. The Project will be implemented through four-interrelated Components, namely:1. Climate Resilient Drainage and Flood Mitigating Activities; 2. Solid Waste Management Capacity Improvements; 3. Participatory Upgrading of Targeted Flood Prone Low Income Communities and Local Government Support; and4. Project Management.The objective of the assignment is to provide avenues, institutional structures and processes by which Project-Affected Persons (PAPs) and other stakeholders can lodge project-related complaints for redress.Part of the strategy for implementing the GRM is to design and use an electronic online platform to facilitate recording, assessing, and resolving of grievances and complaints that may occur during project implementation in an efficient, effective and transparent manner.The consulting services ("the Services") include the extension of a wider access to project officials, increase the capacity of the PIU to monitor and track community concerns,, and improve overall communication and interface between project implementing agencies and local communities.It is estimated that 6 professional staff-months will be required over an 11 weeks period. The Ministry of Works and Housing now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:a. The Firm must be in the IT business.b. At least 5 years in business.c. Relevant experience in developing and operationalizing an online and offline interactive interface between infrastructure project and the wider community to support grievance reporting, processing and redress system and providing the related MIS Software.d. Prior experience in preparation of training manuals, implementation of training and system maintenance of online/offline interactive platforms e. Experience in developing software applications for related infrastructure sectors (drainage, sold waste management, basic infrastructure for community upgrading). f. Technical and managerial capability of the firm.g. Must have availability of appropriate skills among staff.
