Tender Details

Tenders are invited for development of Modern Bus Terminals at Iwo Road (Lot 1), New Ife Road (Lot 2), Challenge (Lot 3) and Ojoo (Lot 4) in Ibadan.

1.0 Oyo State Government of the Federal Republic of Nigeria herein invites reputable proven Developers to submit proposals for Development of Modern Bus Terminals at Iwo Road (Lot 1), New Ife Road (Lot 2), Challenge (Lot 3) and Ojoo (Lot 4) in Ibadan.

2.0 Bidding is open to all reputable Developers registered with Oyo State Bureau of Public Procurement Specifications and guidelines on the bids can be collected from the Office of the Permanent Secretary, Ministry of Public Works, Infrastructure and Transport between 8:00 am and 4:00 pm on business days.

3.0 METHOD OF APPLICATION
(a) Interested Developers are required to submit the following documents:-
(i) Certificate of company registration with Corporate Affairs Commission (CAC).
(ii) Current Tax Clearance certificate of the Company (Limited or Sole Proprietorship) for the last Three (3) years 2018, 2017 and 2016.
(iii) Current Tax clearance certificate of Two (2) Directors of the Company for the last Three (3) years 2018, 2017, 2016 – Limited Liability Company.
(iv) Current Certificate of registration with Oyo State Bureau of Public Procurement (BPP) in the relevant Category.
(v) Evidence of registration of Business premises with the Ministry of Commerce, Trade and Investment, Oyo State.
(vi) Company Profile and Organizational Structure, including names and resume of key personnel with addresses and phone numbers.
(vii) Evidence of Registration of Company key personnel with relevant professional bodies.
(viii) Verifiable list of previous/similar major/projects executed with letters of Commission and certificate of practical completion.
(ix) Evidence of financial capability/reference letter from a reputable bank.
(x) Must have a cumulative turn-over of at least N5 Billion within the past 5years.
(xi) Must have participated in the Construction of a Bus Terminal and have a clear understanding of the operationalisation of Bus Terminal from Passenger to Vehicle perspective.
(xii) Must have participated in a Public/Transport related project within the past 5 years.
(xiii) Sworn Affidavit disclosing:
(a) Whether or not any officer of Oyo State Government has financial interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
(b) That the company is not in receivership, the subject of any form of insolvency or bankruptcy proceedings nor the subject of any form of winding up petition or proceedings.
(c) That none or any of the directors have been convicted in any country for criminal offences relating to fraud or financial impropriety or criminal misrepresentation of falsification of facts relating to any matter.
(xiv) Letter of Consent to allow for verification of all the documents submitted.
(xv) Evidence of payment of non-refundable tender fee of N250, 000.00 per lot into Oyo State Revenue Account Code 4040024.
(xvi) Each submission should be accompanied with detailed and comprehensive working drawings and bills of quantities.

4.0 SUBMISSION
Two sets of bids should be submitted per each lot. Each bid should be enclosed in separate envelopes and marked “Technical Bid” and “Financial Bid” respectively and enclosed in a bigger envelope addressed to the “The Director, Cabinet Office, Office of the Executive Governor, Secretariat, Ibadan” to be submitted on 24 December, 2019 by 10:00 a.m. The opening of the bids shall commence immediately by 12:00 noon on 25 December, 2019 at the Office of the Director, Cabinet Office, Office of the Executive Governor, Secretariat, Ibadan”.
