Expression of Interest are invited for Development of Learning Materials for Pre-school Teachers in Timor-Leste.

The Ministry of Education, Youth and Sport (MEYS) of Timor-Leste and the Government of New Zealand/MFAT established HANDS Program in 2014. The goal of the HANDS Program is to improve the access, quality and management of early childhood/pre-school education in Timor-Leste. To achieve this goal HANDS has seven output areas/components. The program is implemented by the New Zealand Government/MFAT, the World Bank and UNICEF. The World Bank is executing Component 3, i.e. providing technical assistance to MEYS to get the pre-school teachers meeting the competency framework.
The purpose of this assignment is to support the World Bank to provide technical assistance and inputs to the MEYS in the development of learning materials for in-service pre-school/ECE teachers so they are technically qualified as pre-school teachers, i.e., meeting the TCF. These materials should also be designed in such a way that they can provide inputs to train future teachers, if needed.

FUNDING SOURCE

The World Bank Group intends to finance the assignment / services described below under the following:
- Trust Funds executed by the World Bank
- Improving Quality of Education

ELIGIBILITY

Eligibility restrictions apply:

1. Experienced in doing the similar tasks as described in the TOR;
2. Experience in working in education sector (particularly in pre-school/ early childhood education sub-sector) is an advantage.
3. Able to mobilize staff to start working in Timor-Leste within two weeks after the contract is signed or in early March 2019 at the latest.
4. Express an interest to participate in the selection as defined in the "Submission Requirements" section below by January 15, 2019.

The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.

Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.
