Expression of Interest are invited for Development of an in-Kind Lending Product for Cocoa Farmers in Ivory Coast.

The International Finance Corporation (IFC) is a private sector arm of the World Bank Group and one of the leading investors and lenders in emerging markets. IFCs vision is that people should have the opportunity to escape poverty and improve their lives; IFCs purpose is to promote open and competitive markets in developing countries to support companies and other private sector partners, and generate productive jobs and deliver basic services.

In Ivory Coast, one of the world's largest cocoa producers and grinders has put in place a program to focus on boosting cocoa farmers productivity to increase their yield and income, and generating more sustainable cocoa via enhanced capacities and technical skills of farmers.
IFC is looking to engage a third-party to improve the companys in-kind lending package product and its implementation.
The overall objective of this consultancy is to help the company to develop and prove the concept of its in-kind lending package to cocoa farmers so that the company can scale up the program exponentially and in a sustainable way.
In light of client needs, the Firm will be working with IFC and the company to: (i) update an existing diagnostic, (ii) review the product design from end to end (from product prototype to staff training modules), (iii) conduct a pilot test and, potentially, (iv) review the pilot and prepare for roll-out based on pilot test learnings. The following is a partial list of expected deliverables:
Phase 1 Diagnostic Update
Product Assessment Report summarizing the findings and detailing recommendations on how to proceed and/or improve the products
Review of projections
Implementation Action Plan or Recommendations

Phase 2 Product Design
New/revised product prototype
New/revised Loan analysis and application form
New/revised policy and process maps
Marketing Plan
Finalize selection criteria and JDs for new PPP positions
Development plan for permanent back office and product units

This Request for Expressions of Interest (REI) will be used to select qualified Firms to participate in a later solicitation for the above-mentioned services that will be issued by the WBG.

Unnecessarily elaborate brochures or other representations beyond those sufficient to present a complete and effective response to this REI are not desired. Firms are requested to limit their Expressions of Interest to twenty (20) pages, not including project references.

Only qualified Firms will receive the solicitation. The WBG is not obligated to award a contract on the basis of the responses to this REI document or to otherwise compensate Firms for providing the information requested. The WBG reserves the right to defer or cancel any solicitation without penalty.

All Firms determined to be qualified will be invited to submit a response to the solicitation for the services.

The conditions of contract to be used for this IDA shall be the World Banks standard Services Contract as published by the World Bank Group.


Qualification Criteria
1. Provide information on the technical and managerial capabilities of the firm.
2. Provide information showing that they are qualified in the field of the assignment. Firm must have a successful experience in Sub-Saharan Africa in developing and/or improving comparable products (in-kind loans targeting farmers), including collaboration with local stakeholders and successful pilot test and launch. Evidence and results of such projects will be provided by the firm*
3. Provide information on their core business and years in business. Firm must be in business for at least seven years. *
4. Provide information on the qualifications of key staff. *
5. Firm must have language capabilities in English and French.
