The Government of Mali has received funding from the International Development Association (IDA), and intends to use part of the amount of this funding for the Recruitment of a consultant to develop the implementation manual and follow-up evaluation on behalf of the State Resource Deployment and Decentralization Project for the Improvement of Services

Services include:

a general description of the project focusing on the project`s objectives, results, components, funding, project expense categories and intervention strategies;

the institutional arrangements of the Project, the principles and operating rules of the Project;
a description of the technical implementation arrangements for the activities by component and subcomponent;
a description of the accounting, financial and budgetary management mechanisms as well as the procurement process;
a description of the conflict management mechanism and complaints resulting from the Project implementation process;
a description of the different bodies responsible for monitoring, controlling and guiding the project, their composition and functioning (Review Committee, Technical Committee, Environmental and Social Safeguards ...);
a description of the data collection, processing, analysis and intelligence mechanisms for key project monitoring and evaluation indicators;
a monitoring & evaluation plan;
the framework for drawing up the various reports.
