ASSIGNMENT DESCRIPTION

The World Bank would like to evaluate the impact of the performance-based contracting with the private sector and performance-based financing of the public health facilities on the nutrition outcomes of Nigeria. The findings of the assessment will inform the Government of Nigerias programmatic and financial decisions with respect to performance-based contracting with the private sector and performance-based financing of social sector programs, including in the health and nutrition sector. In support of the assignment objective, the World Bank proposes to hire a firm to develop, test and finalize digital tools that will be used by the World Bank to collect and report longitudinal data for the evaluation of performance-based contracts and performance-based financing in the social sectors in Nigeria.

DEVELOPMENT OF DIGITAL TOOLS FOR EVALUATION OF PERFORMANCE-BASED CONTRACTS AND PERFORMANCE BASED FINANCING IN THE HEALTH SECTOR OF NIGERIA

1. INTRODUCTION
The World Bank and other multi-lateral and bilateral donors are increasingly gravitating towards results-based financing of social sector programs in developing nations. The World bank has an increasingly large results-based program in the Human Development Sector in Nigeria. Particularly, the health sector is testing performance-based financing of health facilities to delivery primary health care through the NSHIP project, Program for Results in the health sector through the Saving One Million Lives project and performance-based contracting with the private sector and performance-based financing of the public health centers through the Accelerating Nutrition Results in Nigeria (ANRiN) project. It is anticipated that results-based approaches in comparison to input-financing of social sector programs, will deliver desired expedited outcomes efficiently, lifting large populations out of poverty and contributing to the economic growth of developing nations.

2. ASSIGNMENT OBJECTIVE
The World Bank would like to evaluate the impact of the performance-based contracting with the private sector and performance-based financing of the public health facilities on the nutrition outcomes of Nigeria. The findings of the assessment will inform Government of Nigeria’s programmatic and financial decisions with respect to performance-based contracting with the private sector and performance-based financing of social sector programs, including in the health and nutrition sector.
3. SCOPE OF WORK
In support of the assignment objective, the World Bank proposes to hire a firm to develop, test and finalize digital tools that will be used by the World Bank to collect and report longitudinal data for the evaluation of performance-based contracts and performance-based financing in the social sectors in Nigeria. Specifically, the firm will be required to design an integrated, scalable, secure and reliable online platform comprising
i. A mobile application with separate modules to collect, track and verify data from performance-based contracts and performance-based financing interventions
ii. Build and maintain two separate repositories for transactional data collection and a data-warehouse to support a Business Intelligence platform.
iii. As part of BI platform building ETL pipelines to continuously clean, process and aggregate transactional data
iv. Build a BI platform to support interactive dashboards and reports
v. Test the mobile application for collection (recording/reporting) of data from a sample of performance-based contracts and performance-based financing in the health sector of Nigeria
vi. Test the mobile application for verification of collected data from a sample of performance-based programs in the health sector of Nigeria
vii. Host and maintain the data securely within Nigeria’s territorial jurisdiction, complying with local data protection laws
viii. Train the data collectors in the use of the platform and digital tools
ix. Manage the online platform till the evaluations are completed
x. Support migration of data at the end of the assignment to identified servers

4. TECHNICAL REQUIREMENTS
This section describes the high-level technical requirements for the subsystems of the platform. The platform encompasses two main subsystems, mobile application and online Business Intelligence application, with a data layer that spurts transitional and BI capabilities, including advanced analytics.

4.1 Mobile Application
The mobile application consists of two main sub-applications: (i) data collection from performance-based contracts and performance-based financing interventions and (ii) verification of data collected from them.

4.1.1 Data Collection from Performance-based Contracts and Performance-based Financing Interventions
This sub-application is expected to collect (record and report) data from performance-based contracts and performance-based financing interventions from the health and nutrition sectors. The sub-application should possess the following:
1. Ability for data collectors to create and access a beneficiary roster, and to read and write data in both online and offline mode
2. Separate modules for (i) enumerating households, registering participants and updating details; (ii) capturing details of service delivery under performance-based contracts, including demographic details such as age, gender, address, contact number etc. of registered participants; (iii) scheduling home visits and/or generating due-list for next contact for different performance-based services with a view to making services/data capture efficient; and (iv) generating user alerts for service delivery/data capture.
3. Separate modules for (i) registering participants and updating details; (ii) capturing details of service delivery under performance-based financing, including demographic details such as age, gender, address, contact number etc. of registered participants; (iii) generating due-list for next contact for different performance-based services with a view to making services/data capture efficient; and (iv) generating user alerts for service delivery/data capture.
4. Ability to generate a unique ID/code for each participant to allow for their tracking and follow-up. Additionally, the application should have the facility for capturing government issued unique ID as when provided globally to the citizens of Nigeria.
