Assignment Description

DEVELOPMENT OF DESIGN AND GUIDELINES, AND CAPACITY-BUILDING FOR THE ADOPTION OF ECOSYSTEM-BASED SOLUTIONS TO PROTECT INFRASTRUCTURE ASSETS IN HAITI
The specific objectives of this activity are as follows:The design of two pilot activities in the Greater South of Haiti for the protection of transport assets in coastal areas, riverbanks, landslide zones, and/ or in flood prone areas for potential implementation under the Disaster Risk Management and Reconstruction project (P126346 PRGRD under implementation), and/or other IDA, GCF, or GEF operations that could take place in the future.
In addition, this activity will provide important inputs for the Project Resilience Productive Landscapes in Haiti (P162908), especially with regard to the risks of flash flooding and landslides linked to soil erosion and water runoff.

The development of Guidelines for ecosystem-based and hybrid solutions as layers of protection for resilient transport infrastructure assets that will contribute to aligning infrastructure investments with layer of protection principles using ecosystem-based and hybrid solutions. The guidelines shall:
a) outline how the countrys resilience to natural hazards, adaptation to climate change and economic growth can be achieved with ecosystem-based solutions,
b) assist the counterpart institutions in the development of an ecosystem-based (including hybrid) infrastructure strategy in the areas of i) transport and other public infrastructure assets in landslide-prone areas; ii) public infrastructure assets affected by coastal, pluvial and fluvial flooding and erosion; and
c) provide local scale guidance for the selection, design, implementation, and maintenance of ecosystem-based and hybrid infrastructure protection specific to the Haitian context. This should be taking into consideration the existing habitats and plant species that can be introduced or conserved to mitigate risks, as well as existing capacities among local suppliers and counterpart institutions.

Capacity building for relevant governmental agencies, local communities and private sector involved in ecosystem-based infrastructure protection at relevant administrative levels to enable the upscaling of the approaches.
