ASSIGNMENT DESCRIPTION
This activity will close the gap among governments and development partners in evaluating/reviewing upstream and midstream infrastructure advisory activities for climate considerations to assess resilience risks and opportunities and classifying such up- and midstream activities consistent with the MDB harmonized framework and Paris Agreement. The created toolkits will outline a well-defined framework that guides client government and development partners to integrate assessment of climate risks and opportunities for infrastructure PPP projects. These toolkits will allow clients to evaluate infrastructure programs and projects, and pipeline opportunities through a climate lens at a high and sector/sub-sector level. At the most upstream stages, the toolkits will assess the enabling environment and broader institutional capacity among client governments to integrate climate considerations in the identification and development of potential PPP opportunities.
The consultant is expected to develop a standardized approach to evaluating/reviewing infrastructure advisory activitiesfrom the most upstream stage of a PPP project (i.e. selection and business case development) through the tendering phaseto better identify and assess climate risks and opportunities, particularly in resilience and environmental sustainability, as well as potential climate co-benefits (adaptation and/or mitigation) both at a high-level and at the specific sector/sub-sector of the project. Typical climate risks and opportunities specific to the major market category and to selected sub-sectors will also be profiled.
The consultants team is expected to have demonstrated experience in climate change adaptation and mitigation; climate and disaster resilience; public-private partnerships for energy, transportation, water and sanitation and/or digital development; preparing knowledge products; dissemination; and capacity building activities.
Because this assignment will be led by the Global Infrastructure Facility and the Public Private Infrastructure Advisory Facility, there will be an emphasis on expertise on private sector investment and participation into infrastructure sectors.
Important note: At the expression of interest stage, a maximum of 25 pages is expected from the interest firms / consortia. The evaluation committee will neither review nor consider information that is outside of the first 25 pages of the document to be provided by the interest firm / consortium.
