1. The United States of America, through the Millennium Challenge Corporation ("MCC") and the Government of Côte d'Ivoire (the "Government") has signed a Millennium Challenge Account Support Compact for an approximate amount of five hundred and twenty-four million seven hundred and forty thousand US dollars ($ 524, 740, 000) ("MCC Funding") to promote poverty reduction and economic growth in Côte d'Ivoire, (the "Compact" ). The Government, acting through the National Coordination of the Compact Program Côte d'Ivoire-MCC (MCA-Côte d'Ivoire / CNPC), intends to use part of the MCC Funding for eligible payments under the contract for which this Qualification Request is launched. 2. The objective of the Compact-CI Program is the promotion of economic growth and the reduction of extreme poverty in Côte d'Ivoire through the strengthening of investments in human capital and the improvement of the competitiveness of the economy. city ??of Abidjan.

The objectives of the Abidjan Transport Project under this program are: (i) transport management and planning through higher education in infrastructure, (ii) prioritization of management and road safety in Abidjan (iii) the development of a PPP for the construction of a logistics platform and truck parking, and (iv) the improvement of the fluidity and safety of traffic in Abidjan through the rehabilitation of approximately 30 km of roads on major axes of the city.

6. The services of this Request for Qualifications are part of the "Skills Project".

7. The objectives of the services of this Request for Proposals are to support the MENETFP to: (i) create and operationalize a new Gender Action Unit (UAG) within the Ministry, (ii) develop a gender policy and a implementation plan for this 5-year policy; (iii) develop and implement a priority action plan; and (iv) build the capacity of UAG actors and key stakeholders. The design and implementation of these mechanisms during the Compact period will reduce gender disparities in access, retention and academic performance in the education system in Côte d'Ivoire.

8. A Consultant will be selected under the selection based on quality and cost. The evaluation procedure, the steps of which are described in the sections of the RFP in accordance with the "MCC Procurement Guidelines" available on the MCC website (www.mcc.gov/ppg). The selection process, as described, includes the review and verification of previous qualifications and achievements, as well as a reference check, prior to contract award.

9. This RFP is open to all eligible entities ("Consultants") wishing to participate. Subject to the restrictions contained in the RFP, consultants may form a grouping to optimize their ability to execute the contract successfully.
