Tenders are invited for Development of Agro Forestry Enterprises/Training Centres in Selected Areas of Borno and Other States (FRIN 21/10)

Submission Address: The Director General, Forestry Research Institute of Nigeria, Jericho, Ibadan, Oyo State

Bidding documents will be available for collection by interested bidders at each procuring entity-s Office upon presentation of evidence of payment of N10, 000.00 non-refundable tenders fees per Lot. paid into the Remita-s account of each procuring entity as shown in the table in paragraph 5.

Interested and competent Contractors, Suppliers and Service providers are required to submit their application and technical bid containing the following:-
(i) Evidence of Certificate of Incorporation/Registration issued by Corporate Affairs Commission (CAC) including Forms CAC1.1 or CAC2 and CAC7;
(ii) Evidence of Company-s income Tax clearance certificate for the last three (3) years (2018 - 2020), expiring on 31st December, 2021 corresponding with declared annual turnovers;
(iii) Evidence of current Pension Clearance Certificate valid till 31st December, 2021.
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021;
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till of December, 2021;
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP.
(vii) Sworn Affidavit:
• disclosing whether or not any officer of the relevant Committees of Forestry Research Institute of Nigeria and its Colleges or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the Bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• that no Partner/Director have been convicted in any Country for criminal offences related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter;
• that the Company is not under receivership, the subject of any form of winding up petition or proceedings, insolvency or Bankruptcy
(viii) Company Audited Accounts for the last three (3) years (2018, 2019 & 2020)
(ix) Company-s Profile which must include company-s name and address, names of technical /professionals and key personnel including copies of their qualification certificates and resumes, (in case of construction, COREN, QSRBN, ARCON, CORBON etc.)
(x) Verifiable documentary evidence of at least three (3) similar jobs completed within the last five (5) years with letter of Awards, Valuation/Practical Completion Certificates and photographs of the project
(xi) Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed.
(xii) Works: List of Plants/Equipment with proof of Ownership/Lease.
(xiii) FRIN 12: Letter of Authorization from the Original Equipment Manufacturers listed in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria;
(xiv) Only companies included in the National Automotive Design and Development Council-s approved list of local manufacturers of vehicle or their authorized representatives should bid for vehicles
(xv) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm-s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address. Telephone Number (preferably GSM No.), and e-mail address. The Letter head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

Note:
(a) Late submission of technical /financial bidding documents shall be returned un-opened.
(b) Submission of technical /financial bidding documents to the INSTITUTE/ COLLEGES is neither a commitment nor an obligation to award any contractor or supplier.
(c) The advertisement for technical and financial bidding should not be construed as commitment on the part of FRIN/College Management, nor shall it entitle any contractor or supplier to make any claims whatsoever and or seeks any Indemnity from the Institute/Colleges.
(d) Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency;
(e) Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
(f) The FRIN and its Colleges are not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
