Tenders are invited for Develop an Intellectual Property Policy for the Caribbean Community Climate Change Centre.

OVERVIEW

The Caribbean Community Climate Change Centre (“The Centre”) has received grant funding from the Caribbean Development Bank (CDB) to support implementation of the “Support for Conducting Air-Borne Light Detection and Ranging (LIDAR) Surveys and Training Project”.


The Centre intends to use part of the proceeds of the grant to contract an Individual Consultant to develop an Intellectual Property Policy or Code of Practice, based on global best practices to preserve the rights of owners to proprietary data generated from climate change technology managed by the Centre.


This Consultancy will be implemented over a period of three (3) months or such other period as may be determined. The expected commencement date is May 20th 2019 and completion date is August 16th 2019. The deliverables of this Consultancy include:



· Inception Report;

· Draft Intellectual Property Policy or Code of Practice; and

· Final Intellectual Property Policy or Code of Practice.

ELIGIBLITY

The Centre now invites eligible Individuals to indicate their interest in providing the Services.

Consultants shall be eligible to participate if:

1. the persons are citizens or bona fide residents of an eligible country; and

2. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Interested Consultants should submit with their interest:

information demonstrating that they have the required qualifications and relevant experience to perform the Services (a copy of academic certificates and two references on experience must be submitted as supporting information);
a two-page document outlining the methodology and approach that will be adopted for implementing the tasks to deliver the expected output(s);
Work Plan for the Consultancy showing the implementation schedule and timelines for all activities; and
An indicative cost proposal broken down by professional fees and reimbursables (if relevant).
